Hey everybody, I’m taking the advice of every elected official I’ve ever yelled at who’s said “if you think you could do such a good job why don’t you try running for office”. Schools are super important for all of us, not just those of us with kids in the system, and I’m excited to fight for them.

WHY IS IT SO BAD?

In 2022, Winnipeg City Council set a goal of a 20% reduction in fatal and serious injury collisions within 5 years... So what happened?WHY IS IT SO BAD?

1. Our Mayor and his “Inner Circle” have failed to properly fund the Road Safety Strategic Action Plan passed by council in 2022. The plan set a goal of 20% reduction in fatal and serious injury collisions within 5 years, but the violence has gotten worse.

2. Our leaders have been stalling the implementation of Reduced Speeds and other safety measures because of their lack of political courage.VOTE FOR CHANGE!

We as voters need to hold our leaders accountable.

Let’s put traffic violence on the Winnipeg ballot this October.

Lukes grilling Steve on the wide lanes on Wellington - what about poly posts? Steve looks skeptical and says, as an interim measure? Steve says slowing down along with poly posts would have some psychological impact on driver speed but should only be a temporary measure.

Agreed, permanent would be better, but it will likely delay changes for a few more years. I am not a fan of pilots that are only testing out what are already proven approaches elsewhere. In this case it might allow for adjustments based on how effective the temporary changes are.

We've sure gone a long way from Lukes & Public Works saying we could get something temporary up for Spring 2025. Then we couldn't do that, because we needed to consult first. Then we couldn't do that, because we should have permanent. What's going to cause the next 2 year delay?

Two big issues that street safety advocates have been working on for years. Reports that we’ve been waiting on after a year or more of delay. And the “biggest friend of active transportation”, Janice Lukes, is proposing that we all wait at least another year for action on both of them.

Hey I’m just some guy, though. Let’s ask some experts
Protest bylaw goes too far
NEIL MCARTHUR, ARTHUR SCHAFER AND R.J. LEYLAND (sic)
FROM Minneapolis, to Tehran, to Bangla-desh, people are taking to the streets to protest against perceived injustices.
Peaceful protest is a critically important line of defence against the unjust actions of governments.
Incredibly, here in Winnipeg, some members of our city council want to put strict limits on that essential right.
The proposed safe access to vulnerable infrastructure bylaw, if passed, would be the most draconian law of its kind in Canada.Canadian courts treat protest not just as a form of expression, but one that is especially valuable. This is because it is essential to political participation and democratic accountability. Another is freedom of association. The Charter protects the right to gather physically for a shared peaceful and expressive purpose, as part of this right to associate freely.
In Canada, our Charter does allow governments to impose limits on our rights, but only when the limits are demonstrably justified in a free and democratic society.
Winnipeg's proposed bylaw clearly fails this test.
It fails because it works against the very ideals on which our free, democratic society is founded.
Neil McArthur, Arthur Schafer and R.J. Leyland (sic) are all professors in the department of philosophy at the University of Manitoba.

DEMONSTRATIONS ARE DEMOCRATIC - Rally against "ANTI-PROTEST" Bylaw proposed by Councillor Evan Duncan to the City of Winnipeg's Executive Policy Committee on TUESDAY, FEB 17 @ CITY HALL @ 8:45 AM
Graphic with text reading:
What is it?
The Safe Access to Vulnerable Infrastructure By-law would set 100 meter buffer zones on how close "nuisance" demonstrations can be to certain types of buildings including places of worship, public and independent schools, post-secondary institutions, healthcare facilities, cementaries, childcare centres, and other designated facilities. Fines range from $500-$5000 per individual.
Bottom of graphic shows a map to illustration the amount of space blocked by the proposed bylaw. 78.3 square km of the City of Winnipeg would be restricted.Graphic with text that reads:
"Why is this important?"
- Nuisance Protest is non-specific, meaning any and all public protests, marches, round dances & other gatherinsg could be subject.
- There are already anti-hate laws and a 50 meter buffer zone set by the Province for Reproductive Healthcare Facilities
- Areas restricted by this by-law are public spaces and points of proximity to decision makers. City Hall, University Campuses, Wab Kinew's Office, etc.
- Fines of up to $5000 could be issued to every person who shows up to Round Dances, rallies, group bike rides, marches, etc.
- The language of the by-law extends to any protests in these exclusion zones that use amplified sound or block traffic.
- Police will have new tools they will use to silence and punish protesters
- This will almost certainly be racist in implementation.A graphic with text that reads:

"How to Help"
- Show up for a rally at City Hall on Tuesday, Feb 17 @ 8:45 AM before EPC puts the by-law to a voite
- Register as a delegate to speak to EPC on Tuesday, or submit written delegations by TOMORROW, Friday 13 @ Noon
- Check out @wpgsouthcentre4justice on instagram who have shared instructions and a template for written delegations
- Speak to your union, community, and religious leaders about your concerns and urge them to submit comments or register to delegate

The City has known for years that the library needs safer infrastructure on the 4th floor. They know Community Connections and safety hosts have a proven record of improved safety and deescalation. They are consciously withholding funding for adequate maintenance and staffing of the library.

This is Scott Gillingham's fault, and councillors, press, and residents need to treat it like it's his fault. He let DCSP walk on a motion to take over Connections and then let it sit inaccessible. He let redesign plans go unfunded. We deserve a safe accessible library for everyone. He doesn't care.

Rob Jenner was killed by a driver one year ago TODAY. Councillor Janice Lukes hasn’t delivered on safety measures that she promised the community would be implemented THIS YEAR. And now she’s pushing back even LOOKING at the proposal into JULY.
DECISION MAKING HISTORY
On December 12, 2024, Council concurred in the recommendation of the Executive Policy Committee and adopted the following:
1. That the Winnipeg Public Service be directed to report back to the Standing Policy Committee on Public Works in 120 days with an interim solution to improve safety for yclists (ahead of a more permanent Walk Bike design study for separated cycling infrastructure can be undertaken, to allow for consideration for initial implementation in 2025.
2. That the Winnipeg Public Service be directed to work with community partners, including Bike Winnipeg to support public engagement and prioritization of Wellington Crescent within the City of Winnipeg plans and priorities in the upcoming Transportation Master Plan 2050 and updated Pedestrian and Cycling Strategies.
3. That the Winnipeg Public Service be directed to work with community partners, including Bike Winnipeg to support targeted stakeholder engagement, focusing on potentially impacted fronting property owners.
4. That the Proper Officers of the City be authorized to do all things necessary to implement the intent of the foregoing.

Janice Lukes’s answer for why we can’t move faster is we don’t have the money, but she’s 100% behind billion-dollar road widening projects that are estimated to save drivers 12 seconds on their commutes, and wants us to celebrate $7m/year for active transportation, much of which is just for studies

Personally I would be embarrassed, as a city leader, to solicit praise for setting a five-year target for reducing road death that doesn’t even meet levels we experienced three years ago.
Road Safety Strategic Action Plan
Vision
A transportation system that allows people of all ages and abilities to safely move around without experiencing death or serious injury
Goal
20% reduction in fatal and serious injury collisions
over the 5-year plan
winnipeg.ca/roadsafety

Chart of road safety trends showing that the 20% reduction target is higher than the 35% reduction from baseline numbers experienced in 2022
