The whole point of daylight “savings” is that the summer months have a surplus of morning daylight that can be moved to the evening to reduce lighting costs. But the winter months have a shortage of daylight in the morning already, so this is just spending further into debt, with lives on the line.

Creating a 3D Gaussian Splat model of a bee specimen on 226 images. This is really the first full workflow test run using the multi background triangulation matte process that removes backgrounds and sensor dust. My process combines 27000+ source images into 226 focus stacks with alpha channels.

How do we measure the success of a city? #winnipeg #wpgpoli What are the metrics that signal we are becoming the city we want to be both short term and long term? Perhaps in Winnipeg we have not been setting goals for the right metrics to achieve the outcomes we desire.

Winnipeg's failure to come even close to meeting the modest safety goals of the Road Safety Strategic Plan is a massive failure of Mayor Gillingham. The plan was supported by council unanimously in 2022, but never supported with adequate funding or political will by Gillingham. #winnipeg #wpgpoli

I was reviewing the administrative report, executive summary, and map for the Reduced Speeds Pilot and I have a few questions that maybe you or someone on the team can help me with.

1. Does the information included in this PW agenda item encompass the complete report? Are these the complete findings from the pilot? Was the pilot limited to collecting data on public sentiment, excluding traffic numbers and actual driver behaviour? I ask because the report as presented in the agenda lacks concrete data on how drivers, cyclists, and pedestrians changed their behaviour within the pilot areas. 

2. Previously when you spoke to the EPC or Council about the merits of 30km/h vs 40km/h, you suggested (I'm paraphrasing here) that 40km/h was ineffective at greatly increasing safety and that 30km/h is preferable. I don't see that sentiment anywhere in the report. Did the city collect data on this from other cities? If so, why wasn't this data included in the report?

3. Was the written report changed significantly at some point? Did an earlier version of the report suggest 30 km/h over 40 km/h as the ideal speed, and was this recommendation later changed due to apparent lack of political support for 30km/h?

4. There is mention in the report that some areas of Winnipeg could support a 30 km/h speed limit, but the concept map does not outline any areas considered for 30km/h. Have there been discussions of what areas could be considered for 30km/h. Did the department ever make suggestions for these 30km/h areas?

Any information you can provide would be greatly appreciated.

I've been looking at the WPS report for 2025... The number that stood out to me most was the 22 homicides in Winnipeg in 2025 so closely matching the 21 roadway deaths in Winnipeg. Winnipeg saw 3829 violent crimes reported in Winnipeg in 2025. In 2025 Winnipeg had 7375 roadway collision victims.

I propose this... Every year there should be a draw of random names of 7% of all drivers. If your name is drawn you are required to do a road test. If you fail you are automatically registered for driver's ed. At the end of the course you must be retested. If you fail again you are on a learners.
