In April, the Los Angeles Unified School District became the first of its size to pass a resolution capping the time students can spend on screens, addressing complaints that students often became distracted by games and social media on school-issued devices. The resolution also ordered an audit of the widely used and often criticized assessment software i-Ready, as well as all other educational technology contracts. And it blocked students from browsing YouTube and set up a committee to craft rules on AI.

During the committee’s first meeting Wednesday, L.A. district administrators said they recently decided to block all grade levels from accessing generative AI platforms like ChatGPT, Claude and Nano Banana. Previously, the district had barred children under 13 from using them.

In New York City, the school system forbade children in preschool through second grade from using computers and recommended daily screen time limits of 30 minutes for third through fifth grade and 45 minutes for middle schoolers. A new committee of school officials, labor leaders and parents will revisit the technology changes next year.

New York’s new policy is a dramatic about-face from earlier this year, when the district left it up to individual schools to decide whether students could use AI, and the city considered opening an AI-focused high school. Parents revolted. Hundreds joined a new group called Parents for AI Caution in Educational Spaces, founded by Brooklyn mom Kelly Clancy. They demanded an AI moratorium at school meetings and forums.

The New York parents strategized with groups including Schools Beyond Screens, which started by advocating for student device limits in Los Angeles before broadening to other states.

“When we saw LAUSD’s success, it made us feel like, ‘This is doable. This is something we could actually move the needle on,’” said Maya Mechenbier, a Schools Beyond Screens parent organizer in Washington, D.C.

Schools Beyond Screens members there wrote newspaper op-eds, publicized anonymous anecdotes from parents and teachers in a newsletter, and spoke with candidates for city council during campaign stops.

It paid off.

Public schools in the nation’s capital will now limit students in kindergarten, first and second grade to 100 minutes a week of screen time. Schools also can’t require students to use i-Ready at home, teachers can no longer use screens as rewards for good behavior or passive entertainment, and the district created a public dashboard listing approved software.

“Families should receive clear and timely information, understand why a tool is being used, and know where to go with a question or concern,” Drewana Bey, a deputy chancellor for Washington, D.C., schools, said during a webinar for parents Tuesday.
