Impunity 101 The good news: Canada ruled against a Guatemalan ex-military officer, calling his actions in the horrific 1982 #DosErres massacre “crimes against humanity.” The bad news: Canada refused to use its own War Crimes Act, so the ruling strips his citizenship and kicks him out of Canada.
