I
Nos encontramos en el vértice de una transformación de época en la que la Inteligencia
Artificial en general, y la Inteligencia Artificial Generativa en particular, están suponiendo
ya un extraordinario desafío para el conjunto de la actividad humana, pero muy
especialmente para el trabajo y, en el caso particular que nos ocupa, para la actividad
artística.
Prometeo le entregó el fuego a la humanidad como primer gesto de democratización
de un bien inalcanzable y como mito de nuestra capacidad para gobernarlo a través de
las capacidades humanas. La llegada del fuego del reino de los dioses es también el
fin del paraíso eterno y el nacimiento de la autonomía de la humanidad. El dominio del
fuego usurpado a los dioses funda tanto la posibilidad de emancipación como la de la
explotación del trabajo. Es la historia de la capacidad para manipular una herramienta
amenazante y convertirla en técnica e innovación.
En 1818, Mary Shelley, publicó “Frankenstein, El Moderno Prometeo”, considerada la
primera novela de ciencia ficción de la historia, y enfrentó el reverso del mito. La Criatura
que crea Víctor Frankenstein es el producto de una sociedad incapaz de gobernar las
nuevas formas del fuego mítico. La electricidad, base de la modernidad, produce un ser
sin derechos, una amalgama de cuerpos que la sociedad identifica como monstruoso
pero que tiene la capacidad de aprender y la curiosidad para ser humano. Humanizar
es aprender, es crear y es convertirse con ello en sujeto de derechos.

This is the oldest* surviving Snakes & Ladders board in the world. Specifically, it's Gyan Chaupar, the Game of Knowledge. It's from the late 18th Century, but the game is much older - paper & cloth are not resilient media. The ladders represent virtue, the snakes vice. The scorpions are decorative.

PLIEGO DE CLAUSULAS ADMINISTRATIVAS PARTICULARES - SERVICIOS
A continuación, se establecen las cláusulas administrativas particulares aplicables en el presente expediente de contratación que se tramita bajo procedimiento SIMPLIFICADO ABREVIADO

1ª.- DESCRIPCIÓN EL OBJETO DEL CONTRATO
Código/s CPV: 48218000-9 Paquetes de software de gestión de licencias. El objeto del contrato es Servicio de acceso a la API de OpenAI para la integración de modelos de inteligencia artificial generativa en sistemas y desarrollos corporativos de RTVE.
Se trata de un contrato mixto al incluir prestaciones de distinta clase: suministros y servicios.
Será de aplicación el régimen jurídico de los contratos de suministros, a efectos de cumplimiento y extinción, dado que el suministro de es la prestación principal.
La Dirección de Sistemas e Innovación de CRTVE será la Unidad responsable del contrato y a la que corresponderá supervisar su ejecución y adoptar las decisiones y dictar las instrucciones
necesarias con el fin de asegurar la correcta realización de la prestación pactada.
2ª.- PRECIO DEL CONTRATO
El precio aplicable por la prestación del servicio será el resultado de multiplicar el número de
servicios prestados por el importe de los precios unitarios que serán, los que resulten de la
adjudicación por el órgano de contratación de RTVE, de acuerdo con la oferta económica
presentada por el adjudicatario según el Anexo I.
No existirá compromiso por parte de RTVE de emitir peticiones ni por todos los conceptos, ni
por cantidades determinadas, de forma que sólo se abonarán los servicios efectivamente
demandados y prestados a conformidad de RTVE.
Si durante la ejecución de la prestación variasen el número de unidades sin que ello represente un incremento del gasto superior al 10% del contrato en su conjunto, esto no tendrá la consideración de modificación contractual.
