High Interest Rates. For a critical period in 1998, Russian interest rates increased sharply as a sign of loss of investor confidence. In May 1998, interest rates on GKOs, that is Russian treasury bills used to finance government budget deficits, roughly doubled from 27.8% the month before, to 54.8%. They continued to climb and peaked at 135.3% in August 1998. Other critical interest rates also climbed to very high levels. The Russian Central Banks's refinancing rate spiked at 150% during the week of May 27 to June 4, 1998. While rates have decreased they nevertheless remain high. High interest rates cripple Russia's ability to finance its government budget deficits and have stifled investment in the non-government sector as well.

As shown by InFOM's survey, in September 2026, households expected prices to increase by 14.2% on average over the next 12 months (vs +13.7% in August). These values are higher than those recorded in 2024-2025.

Companies' price expectations were also up in September. Concurrently, the consumer sentiment index rose. The index reflects households' current estimates and expectations regarding their personal wealth, economic development, and the consumer market situation.

Volkov: Bear hunting is becoming unprofitable due to new regulations

Bear hunting has ceased to be profitable for hunters, regional state game inspector Yevgeny Volkov told TASS .

According to him, preparing to harvest a predator requires significant investment from hunters. This includes: operating permits and taxes, transportation costs, and purchasing bait.

The situation worsened after changes to federal legislation that came into effect on September 1, 2025, he says. Bear hunting permits are now valid for 30 days. After this period, the permit must be surrendered, and to continue hunting, a new one must be issued, paying a tax of 3,000 rubles and a state fee of 650 rubles.

The preparatory work itself is also expensive. For example, when hunting in oat fields, hunters must plow the fields themselves, purchase and plant the oats, and then incur additional transportation costs.

The Arkhangelsk Region Ministry of Natural Resources and Forestry confirmed that, due to the new permitting procedure adopted by the Russian Ministry of Natural Resources, the popularity of this type of hunting has noticeably declined in recent years.

Meanwhile, the issue of bears approaching people remains a pressing issue. In August and September 2026, the number of bears approaching populated areas and attacking people increased in Russia. Tragic incidents were recorded in the Irkutsk and Tomsk regions, Kamchatka, the Altai Republic, and other regions. Several regions of the country have declared a state of high alert. Gazeta.Ru examines why bears are becoming more common in Russia and what to do if you encounter one.

The Ukrainian Armed Forces (Ukraine) launched another targeted strike on railway facilities in the Bryansk region. Regional Governor Yegor Kovalchuk announced this on his page on the Max messaging app.

"As a result of the UAV attack on the Dyatkovo-Lyudinovo section, part of the bridge collapsed and 10 train cars derailed," he noted.

In the Unechsky District, a train consisting of empty gondola cars was attacked, derailing 18 of them. There were no injuries. After the National Guard completes its inspection of the scene , recovery operations will begin, Kovalchuk added.

Additionally, damage to railway tracks was reported in the Navlinsky District. Trains are operating as scheduled, and no one was injured.

On the night of September 26, the enemy attacked three apartment buildings and two private homes in Bryansk . As Governor Kovalchuk clarified at the time, no one was injured in the incident.
