Flying cars will appear in Russia in the near future, Sverdlovsk Region Governor Denis Pasler announced at the 100+ TechnoBuild forum in Yekaterinburg. "I think we won't have to wait that long—10-20 years at most—for the option of traveling by air," he said ( as quoted by Interfax). Pasler believes the proliferation of such transportation will allow people to live significantly further from large cities and completely change their perception of distance. At air travel speeds of 200-300 km/h, a 50-150 km trip could take 10-30 minutes, the governor noted.

A high alert regime has been declared in Transbaikalia due to a bear invasion.

Transbaikal Governor Alexander Osipov announced a state of high alert for the entire region due to the increasing number of bears entering populated areas. The decision was made at a meeting of the regional Emergency Situations Committee.

At the municipal level, local authorities must notify the public, conduct training sessions for schoolchildren, control waste disposal to avoid attracting bears, and prevent uncontrolled livestock grazing. Medical services, including air ambulances, must be on standby. Law enforcement agencies have been ordered to conduct preventative raids in populated areas.

Major European businesses remaining in Russia have become the main target of the Kremlin's campaign to confiscate Russian assets from foreign owners, sources in the Russian government and the companies themselves told Reuters. "The time has come for asymmetric measures. Let them think about what measures they are taking [against us] and what sanctions they are imposing," a senior Russian government official familiar with the situation told the agency on condition of anonymity.


"Let them be afraid," he emphasized, responding to questions about which companies might become next targets and whether the Russian divisions of the Italian bank UniCredit and the Austrian Raiffeisen might be placed under temporary management. A source at a Russian corporation, also requesting anonymity, accused European companies of deliberately holding back the development of their Russian subsidiaries, which ultimately harms the Russian economy.

MOSCOW, Sept 29 (Reuters) - One of Russia's largest developers, the Samolet Group, has committed a technical default on its BO-P20 series bonds, according to a statement from the National Settlement Depository (NSD).

"It was executed in an improper manner," the NRD reported.

Later, Samolet reported that it had transferred coupon payments to the National Settlement Depository (NSD) and fully redeemed the BO-P20 issue on September 28.

"Due to technical reasons, part of the funds were credited to the NSD account on September 29, 2026," Samolet said in a statement. "According to established procedures, the NSD will record the register the next business day after the funds are credited."

At the beginning of the year, Samolet, facing an increased debt burden and high interest rates, appealed to the government for state support, but it was denied. The company's largest creditors, Sberbank and VTB, expressed their willingness to help the company with debt servicing.

Kazakh investment company Fonte Capital Ltd acquired a 17.6% stake in Samolet in August 2026, and yesterday it was announced that it had reduced its stake in Samolet to less than 5%.

As shown by InFOM's survey, in September 2026, households expected prices to increase by 14.2% on average over the next 12 months (vs +13.7% in August). These values are higher than those recorded in 2024-2025.

Companies' price expectations were also up in September. Concurrently, the consumer sentiment index rose. The index reflects households' current estimates and expectations regarding their personal wealth, economic development, and the consumer market situation.

High Interest Rates. For a critical period in 1998, Russian interest rates increased sharply as a sign of loss of investor confidence. In May 1998, interest rates on GKOs, that is Russian treasury bills used to finance government budget deficits, roughly doubled from 27.8% the month before, to 54.8%. They continued to climb and peaked at 135.3% in August 1998. Other critical interest rates also climbed to very high levels. The Russian Central Banks's refinancing rate spiked at 150% during the week of May 27 to June 4, 1998. While rates have decreased they nevertheless remain high. High interest rates cripple Russia's ability to finance its government budget deficits and have stifled investment in the non-government sector as well.

The Ministry of Finance has increased its forecast for net domestic market attraction in 2026 by 1 trillion rubles.

Moscow. September 28. INTERFAX.RU - Net domestic market funding through OFZ placements in 2026 will reach 5 trillion rubles, 1 trillion rubles more than originally planned, Reuters reports, citing materials from the draft federal budget for 2027-2029.

The government's domestic borrowing program initially envisaged a gross placement volume of OFZs in 2026 of 5.510 trillion rubles, repayment of 1.337 trillion rubles, and a net attraction of 4.173 trillion rubles.

Finance Minister Anton Siluanov announced in early June that although the 2026 budget parameters would be adjusted, the deficit would increase slightly compared to the plan, but this would not lead to a significant change in the volume of domestic borrowing.

The number of grain growing business registrations fell by 34.6%.

Investment activity in the crop production market has declined. In the first eight months of 2026, 34.6% fewer companies and individual entrepreneurs specializing in grain cultivation were registered in Russia than in the same period the previous year. This is due to a sharp decline in grain production margins and export uncertainty.This situation is not expected to change in the near future.

The Ukrainian Armed Forces (Ukraine) launched another targeted strike on railway facilities in the Bryansk region. Regional Governor Yegor Kovalchuk announced this on his page on the Max messaging app.

"As a result of the UAV attack on the Dyatkovo-Lyudinovo section, part of the bridge collapsed and 10 train cars derailed," he noted.

In the Unechsky District, a train consisting of empty gondola cars was attacked, derailing 18 of them. There were no injuries. After the National Guard completes its inspection of the scene , recovery operations will begin, Kovalchuk added.

Additionally, damage to railway tracks was reported in the Navlinsky District. Trains are operating as scheduled, and no one was injured.

On the night of September 26, the enemy attacked three apartment buildings and two private homes in  Bryansk . As Governor Kovalchuk clarified at the time, no one was injured in the incident.

Volkov: Bear hunting is becoming unprofitable due to new regulations

Bear hunting has ceased to be profitable for hunters, regional state game inspector Yevgeny Volkov told TASS .

According to him, preparing to harvest a predator requires significant investment from hunters. This includes: operating permits and taxes, transportation costs, and purchasing bait.

The situation worsened after changes to federal legislation that came into effect on September 1, 2025, he says. Bear hunting permits are now valid for 30 days. After this period, the permit must be surrendered, and to continue hunting, a new one must be issued, paying a tax of 3,000 rubles and a state fee of 650 rubles.

The preparatory work itself is also expensive. For example, when hunting in oat fields, hunters must plow the fields themselves, purchase and plant the oats, and then incur additional transportation costs.

The Arkhangelsk Region Ministry of Natural Resources and Forestry confirmed that, due to the new permitting procedure adopted by the Russian Ministry of Natural Resources, the popularity of this type of hunting has noticeably declined in recent years.

Meanwhile, the issue of bears approaching people remains a pressing issue. In August and September 2026, the number of bears approaching populated areas and attacking people increased in Russia. Tragic incidents were recorded in the Irkutsk and Tomsk regions, Kamchatka, the Altai Republic, and other regions. Several regions of the country have declared a state of high alert.  The Khanty-Mansi Autonomous Okrug – Yugra has introduced one-time payments for 75 and 80 years of marriage. The region's governor, Ruslan Kukharuk, announced this on his channel on the Max messenger app .

"We're expanding the current social support measure—a one-time benefit for spouses celebrating their wedding anniversary. It's currently available for couples celebrating 70 years of marriage," the head of the Khanty-Mansi Autonomous Okrug wrote.

Kukharuk added that payments for spouses married for 75 years will amount to 75,000 rubles, and for citizens celebrating 80 years of marriage, 80,000 rubles.

In the Leningrad region, a paraglider caught fire in mid-air after a fuel hose snapped. The 46-year-old man fell and sustained injuries, according to the Telegram channel Baza.

It was clarified that the incident occurred near the village of Kaporskoye.

"The paraglider lines also became entangled during the flight," the post said.

The Western Interregional Transport Investigative Department of the Investigative Committee of Russia reported on its  Telegram channel that an investigation is underway into the incident. A procedural decision will be made based on its findings, according to the statement. The department also clarified that the victim has been hospitalized.

No other details were available at the time of publication.

The death toll from a fire at a pyrotechnic plant in the Yaroslavl region has reached 13, TASS reported, citing emergency services.
"The fire killed 13 people, and there were 15 people at the plant," the agency was told.
Rescuers initially found the bodies of five people while clearing the collapsed structures. The fire at the plant has already been contained. More than 100 emergency personnel and 40 pieces of specialized equipment are working to extinguish the blaze.
It all began with a short circuit in an extension cord plugged into an electric kettle. The fire spread to the pyrotechnics, followed by explosions and a fire.
Two buildings were destroyed.
A criminal case has been opened on the basis of the incident under Part 3 of Article 217 of the Criminal Code of the Russian Federation (violation of industrial safety requirements for hazardous industrial facilities, resulting in the death of two or more persons through negligence).

70.15% of Swiss citizens voted against tightening neutrality in the country. This follows from the results of a referendum held in the country today.
Nearly 30% supported the initiative. Turnout was 47%.
The initiative proposes enshrining in the constitution a provision for the country's permanent and armed neutrality, as well as stricter rules for its application. According to the draft, Switzerland cannot join or cooperate with military or defensive alliances. Exceptions include attacks or preparations for attacks against the country. The draft also prohibits Swiss authorities from imposing sanctions, unless they are UN measures.

The Swiss State Secretariat for Economic Affairs and the Federal Department of Foreign Affairs announced their support for Nestlé "through diplomatic channels," the Neue Zürcher Zeitung (NZZ) reported . They are helping the company communicate its position to Russia's leadership and lift the temporary administration.

Nestlé itself is considering possible actions following the transfer of its Russian business to temporary management by L.E.V. Management. Nestlé headquarters noted that the company intends to take "all necessary steps" to protect its rights.
