While Norway keeps 'full sovereignty' over Svalbard after a treaty in the 1920's any citizen of the treaty signatory countries (incl Russia) can go there and Norway is not allowed any permanent military presence.

Svalbard is by some viewed as a powder keg in Russo-Western relations and the mining town Barentsburg where the ship is docked is viewed as fiercely (Russia) patriotic.
