Fazit: Richtige Impulse, aber kein klarer Rahmen für Gesamtverteidigung. Ob Sicherheitsrat, Krisenstab und Lagezentrum Wirkung entfalten, hängt davon ab, ob die zivile Koordination endlich gelingt – national und perspektivisch europäisch.

Was fehlt? 1. Ein echtes Verständnis von Sicherheit als gesamtgesellschaftlicher Aufgabe - „zeitgemäße Behördenkomunikation“ reicht nicht. 2. Eine Vision für mehr europäische Kooperation, Koordination + Austausch. Gerade Deutschland – logistische Drehscheibe – hätte hier Verantwortung & Interesse.

✅ Positiv: Zivile Verteidigung, Bevölkerungsschutz & Katastrophenhilfe sind im Vertrag verankert. ❗Aber: Umfang & Ambition reichen nicht an die Ausführlichkeit der militärischen Verteidigung heran. Die notwendige Gleichwertigkeit im Sinne einer echten Gesamtverteidigung wird nicht eingelöst.
