There is a Democrat and an independent running against the Republican senator in MT. In other red states, such as Nebraska, the Democrat dropped out to improve the chances of the independent beating the Republican. The Democrat in MT is declining to do so, thereby guaranteeing a Republican senator.

I cannot help but notice that leftist groups do not, for the most part, demand that all lefty Catholics only attend churches that dissent from the teachings of the Church hierarchy on abortion and queer rights. I think we might be able to chalk this up to AC being a little unclear. "They" can refer to either the gov or the state. I'm reading it as gov, you're reading it as state. In any case, it's clear that those states are bad because of republicans, and if dems can achieve a majority, it's good!
