The point is not simply that voters care about both affordability and corruption. It is that accountability gives an affordability agenda credibility. When voters believe the system is rigged, a promise to lower costs can sound like another campaign pledge that will never become reality. Showing voters that Democrats are willing to fight against the status quo answers the question lurking behind every campaign economic promise: why should voters believe this time will be different?

It's worth noting that this isn't a random number but a goal that would simply restore the court to an earlier norm in which there's one justice for each of the judicial circuits. We used to have nine, we now have thirteen. The people defending the current setup have the tougher case to make here.
