Ultimately, in strictly economic terms - which again, is an oversimplification - fascism is a movement by the small business owner which is then taken over by the larger capitalists. The policies, which cause financial storms only the larger ones can handle, leave the petty bourgeoisie insolvent.

This is because - among other reasons, I reject the simplistic "fascism is capitalism in decay" line - the petty bourgeoisie's interests are ultimately against both liberal capitalism and against the labor movement. It needs a body which claims to "bring the country together [under the state]"
