This is the DOI's CatEx for hazard trees:
Forestry.
(1) Land cultivation and silvicultural activities (excluding herbicide application) in forest tree nurseries, seed orchards, and progeny test sites.
(2) Sale and removal of individual trees or small groups of trees which are dead, diseased, injured, or which constitute a safety hazard, and where access for the removal requires no more than maintenance to existing roads.

As someone who uses Categorical Exclusions involving hazard trees quite often in their day job: there is nothing about those trees that appeared hazardous. This whole situation is an extension of the "move fast and break things" mentality.

table is from @donmoyn.bsky.social’s great post on DOGE vs. civic tech:

what we’re not going to do is memory hole the damage DOGE has done when some of them *are still working in government!*

Emily Dolhansky @emilydolhansky.bsky.social · 09/10/2026
The civic tech folks at 18F *were* creating efficiency. And then DOGE fired them all.

Emily Dolhansky @emilydolhansky.bsky.social · 09/10/2026
People *were* demanding this! I’ve been a public servant for a decade. I had lots of ideas on how to make government more efficient, and I was lucky enough to have implemented a few of them. DOGE did not want efficiency. DOGE was a cult of 20-year-old wreckers who worshipped Elon Musk.

Anyone dumb enough to believe that Donald Trump and Elon Musk would actually want to increase government efficiency lacks object permanence and should be placed under financial guardianship so they don't have their wallet inspected every five minutes.

The purpose of DOGE was for billionaire oligarchs to dismantle the parts of the federal government that do good things for people. It was not a missed opportunity, it accomplished precisely what it was designed to do.

Proponents of this bill are scared the next Democratic administration can (and should!) do to mining and fossil-fuel projects what Trump did to renewables. This is a bad provision and should be a non-starter.

I'm thinking today of my father-in-law, who, along with other federal workers, was tasked with sifting through the towers' rubble, with the goal of returning remains and personal belongings to families who lost loved ones. He rarely talks about it, but when he does, it's clear the pain is still raw.

Yes, and the way to do this is to live on the land, work it daily, & make friends with all the other residents — wild animals, invasive plants, everyone: “we have to get rid of all that extra fuel, and once a semblance of balance is restored, make friends with natural, lower-severity ground fires…”
