The war in Ukraine, by contrast, had no systematic effect on electoral behaviour. The results underscore that the electoral consequences of crises depend on their nature and on how voters assign political responsibility.

Using panel data from the Swiss Election Study (Selects @snsf.ch ), we find that the three crises generated distinct electoral responses. The pandemic had a demobilizing effect and reduced support for governing parties, whereas the energy crisis mobilized voters and increased incumbent support.

However, the findings for regional ingroup attachment vary: in Flanders and Wallonia, stronger regional identity aligns with exclusionary attitudes, while in Brussels, it is linked to more inclusive views.

The paper examines how candidates adapted their campaign issue emphasis after the outbreak of the war in Ukraine, and whether these adjustments followed voter issue salience. It shows that while the crisis briefly reshaped the agenda, economic issues quickly regained dominance.

We adopt a constraining research design based on panel data to address issues of reverse causality and endogeneity in the study of vote choice. We find that policy evaluation of the governments’ response to the pandemic has influenced vote choice for incumbents.
