Researchers Uncover Signs of Massive Surveillance Operation on Starlink Users gizmodo.com/researchers-uncover-sig…
gizmodo.com
Discover-Tech, an Israeli advertising firm previously linked to the delivery of zero-click spyware, is the top bidder for Starlink ad impressions in 105 countries, according to a new report from Reuters. Researchers say it all points to a large-scale tracking effort aimed at users of SpaceX’s satellite internet service. John Scott-Railton, a senior researcher at the University of Toronto’s Citizen Lab, posted on X that data from TrendAI suggest the existence of a “worldwide surveillance op targeting @Starlink users.” Discover-Tech was previously named in Citizen Lab’s October 15th report as the buyer of ordinary-looking ads that delivered Candiru spyware to devices at Al Jazeera without any user interaction. Candiru is an Israeli mercenary spyware vendor (now rebranded as Integrity Labs) that develops tools capable of silently compromising phones and computers. In 2021, the U.S. Department of Commerce’s Bureau of Industry and Security added Candiru to their trade restriction list, known as the Entity List, over concerns it supplied surveillance technology used against journalists, activists, and government officials. Citizen Lab’s initial report on Discover-Tech and Candiru from a couple of weeks ago described the first public technical confirmation of zero-click mercenary spyware delivered through targeted advertising. The associated researchers said they identified at least 45 devices at Al Jazeera infected with Candiru spyware in 2024 and 2025. Citizen Lab used network logs to reconstruct a sequence in which devices contacted Discover-Tech infrastructure when advertisements loaded, followed within seconds by communications with a Candiru validation server. Discover-Tech presented itself as a legitimate advertising company and maintained certified or approved vendor status with Google and IAB Europe from 2020 until earlier this month. Analysis of roughly four billion bidding records from March to June 2026 showed Discover-Tech placed about 3.77 billion bids and won roughly 442 million auctions. Ads carrying its script tags appeared across 75,373 Android and iOS apps and 120,768 websites. The company spent about $109,000 during the period with no recorded conversions, which researchers cited as further evidence that the activity was not a commercial advertising business. Ads reached networks associated with NATO, the European Parliament, the U.S. Department of Defense, the International Atomic Energy Agency, and the International Criminal Court, according to Citizen Lab and a parallel investigation by the ad security firm Confiant. As part of the response to the investigation, Google terminated Discover-Tech’s access to its ad exchange platforms, telling Citizen Lab it had blocked the company from bidding or serving ads across Google’s ecosystem. IAB Europe removed it from its Global Vendor List on October 8th. ## TrendAI’s Findings on Starlink Bidding On the same day Citizen Lab published its report, TrendAI released an analysis of an ad tech entity it labeled SHADOW-EARTH-79. The research examined advertising telemetry and found that the entity was the No. 1 winning bidder for ad impressions on Starlink traffic in 105 countries. It accounted for approximately 12.9% of winning advertisements in the Starlink sample, compared with a 2.6% baseline share across general traffic, a nearly fivefold over-representation and the highest lift among high-volume buyers. The skew was especially pronounced in several specific countries. SHADOW-EARTH-79 captured 91.3% of observed Starlink wins in Argentina, 89.1% in the Philippines, and 82.6% in Japan. It was also the top bidder in Syria, Libya, Yemen, and South Sudan, and the No. 2 bidder in Afghanistan, markets where TrendAI noted that “the demand for legitimate Western advertising in sanctioned or active-conflict states is effectively zero.” Similar dominance appeared in Hungary, Israel, Egypt, Azerbaijan, and Venezuela. TrendAI concluded with moderate-to-high confidence that the bidding patterns were consistent with “targeting and tracking infrastructure rather than a commercial advertising operation.” The findings are particularly striking because several of the aforementioned countries restrict or prohibit Starlink, meaning that users who manage to access the service may be operating in environments where satellite connectivity is politically sensitive or subject to government scrutiny. For example, Starlink was one of a number of tools, which also included Bitcoin and a Bitchat clone, used by Iranian citizens in January amid anti-government protests, despite the Iranian regime’s attempts to crack down on the use of the satellite internet provider. The concentration of bids on SpaceX’s autonomous system therefore gave the buyer unusually strong visibility into users who might otherwise be harder to reach through conventional internet infrastructure. ## Reuters Links SHADOW-EARTH-79 to Discover-Tech On Tuesday, Reuters reported, citing six people familiar with the research, that SHADOW-EARTH-79 was TrendAI’s internal codename for Discover-Tech. The sources said researchers believed the ads were likely being used to geolocate or otherwise surveil Starlink users. TrendAI had considered naming the company in its October 15th report but ultimately did not after executives raised legal concerns, according to people familiar with the discussions. The combination of the two investigations places Discover-Tech at the center of both documented spyware delivery and a broad, anomalous bidding campaign focused on Starlink traffic. While researchers have not publicly confirmed infections of Starlink devices, the same advertising infrastructure previously used to deliver Candiru spyware was the leading source of ads shown to Starlink users across more than 100 countries, including several where the service itself faces restrictions. In addition to framing the TrendAI data as evidence of a worldwide surveillance operation targeting Starlink users, Scott-Railton pointed to earlier reporting from Haaretz on Israeli companies marketing tools designed to locate Starlink terminals and, in some cases, identify their users. The advertising ecosystem’s real-time bidding process, which shares detailed device and location data with every participating buyer, provides a ready mechanism for such tracking without requiring a compromise of Starlink’s own infrastructure. NSA whistleblower Edward Snowden has long described online advertising infrastructure as inherent surveillance rather than a side effect on how the internet works. “Your smartphone broadcasts your exact location thousands of times per day to dozens of different companies. Each has the power to follow individuals wherever they go, in near-real time,” he wrote on X in 2019. “That’s not a glitch in the system. It is the system.” Precise location data of this kind, along with other metadata associated with personal messages, financial records held by banks, and additional commercial datasets, is oftentimes made available to the highest bidder. Often, this includes various law enforcement agencies seeking to bypass traditional constitutional limits on mass surveillance, as seen in the recent case of Border Patrol using financial data to decide who to pull over.

@m0bi pivot-to-ai.com/2025/07/10/ai-is-he…
pivot-to-ai.com
When some huge and stupid public chatbot disaster hits the news, the AI pumpers will Kramer into the mentions to say stuff like “you have to admit, AI is here to stay.” Well, no, I don’t. Not unless you say what you actually mean. What’s the claim you’re making? Herpes is here to stay too, but you probably wouldn’t brag about it. What they’re _really_ saying is “give in and do what I tell you.” They’re saying AI like it is in the bubble is a permanent force that will reshape society in Sam Altman’s image. It’s a new paradigm! So _you_ have to give in to it. And give me everything I’m demanding. Here’s an egregious example from the Washington State school system. It starts with the sentence “AI is here to stay,” then there’s a list of AI stuff to force on the kids, on the assumption that all of this will work forever just like the biggest hype in the bubble. And that’s not true! [_OSPI_] If you ask these guys _why_ AI is here to stay, they’ll just recite promotional talking points. So ask them some really pointy questions about the _details_. Remember that a lot of these people were _super convinced_ by just one really impressive demo that blew their minds. We have computers you can just talk to naturally now and have a conversation! That’s legit amazing, actually! The whole field of natural language processing is 80% solved! (Maybe.) The other 20% is where the computer is a lying idiot — and it probably can’t be fixed. That’s a bit of a problem in practice. Generative AI is all like that — it’s _genuinely_ impressive demos with unfixable problems. Sometimes they’ll claim chatbots are forever because machine learning works for X-ray scans. If they say that, they don’t know enough about the details to make a coherent claim, and you’d have to teach them the difference between medical machine learning systems and chatbots before they could. Grifters will try to use gotchas. Photoshop has AI in it, so you should let me post image slop to your forum! Office 365 has AI in it, so if you use Word then you’re using AI! Spell check’s a kind of AI! These are all real examples. These guys are lying weasels and the correct answer is “go away”. Or maybe something stronger. Are they saying the technology will surely get better because all technology just improves? Will the hallucinating stop? Then they need evidence of that, because it sure looks like the tech of generative AI is stuck at the top of its S-curve at 80% useful and has not made any major breakthroughs in a couple of years or more. The guy’s probably seen an impressive demo, but he’s going to have to bring proper evidence that chatbots are going to make it to being any sort of reliable product. And we have no reason to think they will. Are they saying that OpenAI and its friends, all setting money on fire, will be around forever? Ha, no. That is not economically possible. OpenAI alone needs tens of billions of fresh dollars every year. Look through Ed Zitron’s numbers if you think numbers will do any good to reply to this one. [_Ed Zitron_] The big venture-funded AI companies are machines for taking money from venture capitalists and setting it on fire. The chatbots are just the excuse for them to do that. The companies are simply not sustainable standalone businesses. Maybe after the collapse, there’ll be a company that buys the name “OpenAI” and dances around wearing its skin. The name “Fyre Festival” just went on sale. [_eBay_] Are they saying there’s a market for generative AI, so it’ll surely keep going when the bubble pops? There may well be some market — the vibe coders are addicts. But the prices will be at least five or ten times what they are now if the chatbot has to pay its way as a standalone business. But chatbots are useful to me personally! Sure, they do some useful things. Large language models are based on transformers, so anything a transformer does well, a chatbot will do okay if it’s trained. Translation, transcription, grammar checking, a chatbot can at least muddle through. And right now, the chatbot is convenient. Will you pay ten times the price for that? I’m not so sure. Are they saying you can always run a local model at home? Sure you can, and about 0.0% of chatbot users do that. In 2025, the home models are painfully slow toys for nerd enthusiasts, even on a high-end box. No normal people are going to do this to get what they get from a casual chatbot now. I’ve seen the people saying “AI is here to stay” get called on it and back down to, well, the _technology_ will still exist. Sure, mathematics is here to stay. The transformer architecture is actually useful for stuff. But just existing isn’t much of a claim either. Technologies have their heyday then the last dregs of them linger forever. Crypto is still around, serving the important “crime is legal” market, but nothing else is happening, and it’s radioactive for normal people. If you search for “AI is here to stay” on Twitter, you’ll see the guys who still have Bored Ape NFT icons. Generative AI has a good chance of becoming as radioactive to the general public as crypto is. They’ll have to start calling the stuff that works “machine learning” again. So. If someone says “AI is here to stay,” nail them down on what the precise claim is they’re making. Details. Numbers. What do you mean by being here? What would failure mean? Get them to make their claim properly. I mean, they won’t answer. They never answer. They never had a claim in mind. They were just making promotional mouth noises. I’ll make a prediction for you, to give an example: The AI bubble will last at least two, maybe three more years, because the venture capitalists really need it to. When, not if, the VCs and their money pipeline go home and the chatbot prices multiply by ten or more, the market for generative AI will collapse. There will be some small providers left. Gen-AI will technically be not dead yet! But the bubble will be extremely over. The number of people running an LLM at home will still be negligible. It’s possible there will be something left after the bubble pops. AI boosters like saying it’s _just like_ the dot-com bubble!! But I’ve never really been convinced by the argument “Amazon lost money for years, so if OpenAI just sets _enough_ money on fire then it must be Amazon.” It’s not a good argument. Will inference costs — the real cost of each query, which are 80%-90% of compute load — come down? Sure, they’ll come down at some point. Will it be soon enough? Well, Nvidia’s Blackwell hasn’t been a good chip generation, so Nvidia is putting out more of their old generation chips while they try to get Blackwell production volumes up. So more efficient chips won’t fill out the market very soon. So there you go. I might be wrong about any of that — but at least I’ve given reasons for what I’m saying. If you want to say “but AI is here to stay!” then tell us _what you mean in detail_. Stick your neck out. Give your reasons. You might be wrong about parts of it, but at least you’ll have made a checkable claim. * _Video version_ ### Share this post: * Share on Facebook (Opens in new window) Facebook * Share on LinkedIn (Opens in new window) LinkedIn * Share on Reddit (Opens in new window) Reddit * Share on X (Opens in new window) X * Share on Mastodon (Opens in new window) Mastodon * Share on Bluesky (Opens in new window) Bluesky * Email a link to a friend (Opens in new window) Email * ### Like this: Like Loading… ### _Related_

@cosmin@social.linux.pizza @argv_minus_one@mastodon.sdf.org Ah, another high-quality Mastodon discussion. Again: No core developers use LLMs. We rely on contributions from the wider community and don't explicitly list tools people can't use – but we do require people disclose when they use LLMs and generally discourage the practice. We carefully review submissions by contributors to make sure the code quality is good and that the patch author understands their own code. LLMs are prohibited for students. That is not "slop".
