Yes, confirming reports that OMB has processed its full-year apportionment to NIH, giving the agency the ability to obligate funds from the spending bill signed into law on Feb 3! From what I can tell, there are no footnotes that would indicate OMB is further delaying the process.

WASHINGTON, DC—AUGUST 5, 2025—The U.S. Department of Health and Human Services (HHS) today announced the beginning of a coordinated wind-down of its mRNA vaccine development activities under the Biomedical Advanced Research and Development Authority (BARDA), including the cancellation and de-scoping of various contracts and solicitations. The decision follows a comprehensive review of mRNA-related investments initiated during the COVID-19 public health emergency.

 

“We reviewed the science, listened to the experts, and acted,” said HHS Secretary Robert F. Kennedy, Jr. “BARDA is terminating 22 mRNA vaccine development investments because the data show these vaccines fail to protect effectively against upper respiratory infections like COVID and flu. We’re shifting that funding toward safer, broader vaccine platforms that remain effective even as viruses mutate.”

I have heard from several sources (although details are vague) it appears that NIH is back to blocking NoA release while awaiting development of plans for dealing language, perhaps pertaining to DEI issues, in these awards. If this is occurring, it seems like a clear violation of the TRO. 1/n

They are absolutely cutting science! Folks in the NIH intramural program are gone. Folks in extramural programs. These include PhD and MD scientists who help make NIH function as a granting agency. They are depict this as cutting easily replaceable bureaucrat. There aren't many of those at NIH.
