🚨 New: Green industrial policy in backdrop of EU recovery funds In 2020, Covid froze Italy's economy. 🇪🇺 agreed on 🇮🇹's Recovery and Resilience Plan (PNRR): €194.4B, largest share of NextGenEU. The PNRR is now almost over, at last instalment. What did it actually do for climate & energy? 🔋🪡

The exit from the "oil price shock -> hiking cycle" cycle is clear: renewables, batteries, electrification. The problem: High rates have a disproportionately negative effect on investment in these highly capital-intensive sectors. Hence the need for differentiation. 5/

In 1999, the ECB realized that its toolkit did not fit the structure of the monetary union it found itself in charge of. So it chose to try and change that structure – by promoting structural reforms. With @donatodc.bsky.social & @sebdiessner.bsky.social, now in @poppublicsphere.bsky.social vol 24.
Structure, Agency, and Structural
Reform: The Case of the European Central
Bank
Benjamin Braun, Donato Di Carlo, Sebastian Diessner and Maximilian Düsterhöft
Monetary and nancial integration has been shown to increase the pressure on states to liberalize social and labor market policies. If
structures do not come with instruction sheets, how do monetary regime pressures translate into policy? Through a case study of the
euro area, we show that central banks play an underappreciated role in this process. Using mixed methods to analyze a large amount
of data, including the complete corpus of speeches, we trace the evolution of the European Central Bank’s advocacy for structural
reforms between 1999 and 2019. To explain the ECB’s activism in a policy area beyond its mandate, we theorize the ECB as
navigating a dilemma between governability and legitimacy. Handed a monetary regime under which exible labor markets were
seen as a condition for governability, the ECB saw no alternative but to push governments toward structural reforms, despite the
reputational risks. The ECB ended its advocacy when increasing political backlash coincided with a structural regime shift from an
in ationary to a de ationary environment.
