The report is not dated, but the European official who gave it to me said that the details were first discussed sometime after Trump invited Putin to Anchorage, in August, 2025. Twice that year, Kirill Dmitriev, the head of Russia’s sovereign wealth fund, was allowed to enter the U.S., where he talked about investment opportunities. “The privatization of American foreign policy is quite far along,” the official who gave me the report said.
