three key problem with HOI:
1.) Germany is the country that gets to do stuff.
It's the de facto "protagonist country"
2.) In order for it to reliably do stuff, it has to be cracked or the game ends in 1940
3.) Refusal to grasp with Nazi atrocities makes it implicitly endorse a clean Wehrmacht myth
