There are over 50k empty housing units in Manhattan specifically, kept empty because private landlords *want* property values to appreciate for their portfolios at the expense of people who actually live there. landlords, people who "provide" housing, should *provide* housing rather than hoard it.

what doesn't work is predicating who can and can't move into a place based on arbitrary value like socioeconomic status. simply reversing the logic of capitalism such that the poorest get priority doesn't work, you have to change the system as a whole--for everyone--for long term, widespread gains.

a good example of this is Co-op City, which is literally the largest housing cooperative in the world. if you're unfamiliar with NYC's politics, you might assume the constituency of this development would be pro-Zohran; but actually, he lost it 75-25 in the primary (and it went 50/50 in the general)

On November 5 of that year, as the Keeling Curve continued to steepen, [President Lyndon] Johnson received a report from his science advisory committee. It was called “Restoring the Quality of Our Environment.”

The introduction wasted no time: “Pollutants,” it declared, “have altered on a global scale the carbon dioxide content of the air.” The report went on to say that further increases in carbon dioxide would “almost certainly cause significant changes,” and that they “could be deleterious from the point of view of human beings.” The report’s conclusion, borrowing Revelle’s words from a decade earlier, was unambiguous:

Man is unwittingly conducting a vast geophysical experiment. Within a few generations he is burning the fossil fuels that slowly accumulated in the earth over the past 500 million years. The CO2 produced by this combustion is being injected into the atmosphere;…By the year 2000 the increase in atmospheric CO2…may be sufficient to produce measurable and perhaps marked changes in climate, and will almost certainly cause significant changes in the temperature and other properties of the stratosphere.

Across the industry, fossil fuel producers took this warning seriously. In 1966, the president of Bituminous Coal Research, Inc., issued his own alert in the August issue of the Mining Congress Journal:

There is evidence that the amount of carbon dioxide in the earth’s atmosphere is increasing rapidly as a result of the combustion of fossil fuels. If the future rate of increase continues as it is at the present, it has been predicted that, because the CO2 envelope reduces radiation, the temperature of the earth’s atmosphere will increase and that vast changes in the climates of the earth will result. Such changes in temperature will cause melting of the polar ice caps, which, in turn, would result in the inundation of many coastal cities, including New York and London.The following year, the American Petroleum Institute, the oil and gas industry’s business association, commissioned its own study from the Stanford Research Institute. The SRI was not a partisan think tank (those would come later); their scientists were objective and thorough, and their findings confirmed what the physicist Edward Teller had told the API a decade earlier in New York, only with a level of detail that borrowed heavily from Plass, Revelle, and the White House report. Notable is the authors’ self-awareness: they saw a dangerous irony in focusing on the obvious (urban smog was a major issue at the time) “when the abundant pollutants which we generally ignore because they have little local effect—CO2 and submicron particles—may be the cause of serious world-wide environmental changes.”

The SRI report was entitled “Sources, Abundance, and Fate of Gaseous Atmospheric Pollutants.” There was an oracular quality to a lot of twentieth-century climate science, and “fate” was an apt choice of words. In careful, conservative language, the Stanford scientists said, in sum: levels of atmospheric CO2 and small toxic particulates are rising quickly; their most likely source is the burning of fossil fuels; their cumulative impact on Earth’s climate, and on human and planetary health, is all but certain to be negative and potentially disastrous. “Significant temperature changes,” the report said, “are almost certain to occur by the year 2000.” Their concluding advice to the API was crystal clear: industry needs to make understanding and management of its emissions a priority.
