You cannot design away bad players in a tabletop rpg. You cannot build enough guard rails to stop bad faith play. The only rule that helps is, "Play With Better People." Because those guard rails suck for every good faith player that has to bump into them, design for the people who WANT to PLAY.

I actually treat the events like questions when running Traveller. We would have hashed out what exactly happened in those negotiations during character generation. The problem with that is character creation is a 4 hour session.

I am an NFL fan and can confirm that everyone is correct. The team with the worst record gets the first pick in the draft. There are other more complicated things like compensation picks, but that is for another question.
