So, in building my own RPG setting, I toyed with the idea of trying to create an 'evil' culture as opposed to just, y'know, villainous individuals. I found that a culture predicated on evil makes no sense, but a culture with extremely sharp in-group/out-group distinctions produces a lot of evil. 1/
