COPE stands with the IUOE Local 963 workers.
IN SOLIDARITY WITH IUOE LOCAL 963
COPE stands with the IUOE Local 963 workers following a 96.9% vote in favour of a strike if necessary, as negotiations with Vancouver School Board management have stalled due to management’s concession demands.

These workers keep our schools safe and clean, our students well fed, and supervised during recess and lunch time.

The union's demands are simple: ensuring trained workers serve our kids and our schools, job security for those workers, and the safety and quality of their working conditions.

The School Board is trying to undermine the required qualifications of trade certifications for power engineers for our schools, devalue their jobs, and lower their wages. Our power engineers are qualified, let's keep it that way.

Food workers are facing job insecurity due to a funding model that relies on grants and donations, rather than funding from the School Board. Let us be clear, city staff should never have to rely on donations to maintain their jobs. COPE believes our cafeterias and meal programs should be funded by the School Board, not by unpredictable goodwill donations.

COPE knows it's possible to fully fund these programs – these workers can have job security and kids can count on hot meals at school. COPE school board trustee Suzie Mah fought for 4 years for more stable funding for these programs.

COPE always stands on the side of workers, and COPE’s Candidates for School Board trustee will always stand with union workers at the VSB.

A CITY HALL THAT WORKS FOR YOU
Chip Wilson personally encouraged Ken Sim to run for mayor.

He put up $380,000 of his own money to an organization set up to elect right wing candidates in the 2022 election.

He was rewarded with tax breaks for the rich, rezoning windfalls, and a personal line to the Mayor.

COPE will work for you, not for him.INFLUENCE AT CITY HALL
COPE will fight for campaign finance reform to close these loopholes the super-rich can use to buy politicians and elections.

To even the playing field, we’ll establish a “Democracy Dollars” program to allow poor and middle-income people to have a bigger influence on politics.

EVERYONE DESERVES A HOME
With 7 bedrooms, 9 bathrooms, 2 pools, and a tennis court, Chip’s 15,000 sq. ft. mansion spans four housing lots consolidated into one.

We’ll tax the wealth held in Chip’s $68M mansion with a mansion tax and put that money toward building the affordable housing we need in the city to end homelessness.GREAT POOLS, BOTH INDOOR AND OUTDOOR
Vancouver’s public pools are falling apart. At the same time billionaires like Chip Wilson are getting a tax break from Ken Sim and ABC.

Chip Wilson has two private pools at his house: one inside, and one outdoors. COPE will fund our pools, and push to speed up the delivery of new pools, lifeguards, and swimming lessons.

In a time where there is growing hate movements scapegoating Indigenous communities, and cowardice on UNDRIP, we reaffirm our commitment to fight for Indigenous communities self-determination, push back against disinformation and hate, and fully implement Vancouver’s UNDRIP action plan.
In 2024, Vancouver City Council endorsed the UNDRIP action plan, and committed to 79 courses of action.

But under Ken Sim and ABC’s austerity budget, staff have been directed to “review and update” their plans “in alignment with projected 2026 resources.”

In 2025, a leaked ABC memo revealed plans to “relocate” indigenous people from the DTES.According to Indigenous Watchdog, only 14 of the 94 calls to action from the Truth and Reconciliation commission have been implemented, with 24 being stalled entirely.

COPE Policy 2026
MAKE VANCOUVER SAFE FOR EVERYONE (everyone is underlined)
There is more to keeping people safe than skyrocketing police budgets. In 2022, Ken Sim and ABC ran on a platform of “public safety” using outdated and inflated crime rates. This time around, they are using outdated crime statistics to create a false narrative while pushing a costly & meaningless plebiscite to distract voters from their failures.

HEADLINE: Vancouver police union, mayor's party cite dated crime statistic in lead up to election

Instead of keeping our communities safe, they’ve thrown hundreds of millions into the overinflated police budget while voting down safety measures for pedestrians, for vulnerable people, and for climate safety.

Taxing the rich is climate policy
We can’t get to the root of the climate crisis without addressing economic inequality and the power of the super-rich.
According to Oxfam International, the richest 1% is emitting more carbon than the poorest 50% of humanity combined.

Be a climate leader
- Get Vancouver back on track to meet the 6 climate action targets we’re currently failing including walkable neighbourhoods, active transportation and transit, zero-emission vehicles, zero-emission space and water heating, low carbon materials and construction, and restored coasts and forests.
- Ban fracked methane in new builds, and restore climate retrofit-grants.
- Hold the super-rich accountable for climate change by re-joining the “Sue Big Oil” lawsuit.
- Reinstate and fully fund the Sustainability department and bring back Energize Vancouver
Green Spaces and ecology
- Develop a community garden directory and increase the number of real community garden plots on public land.
- Work with and fund Indigenous ethnobotanists and knowledge keepers to increase biodiversity at public parks, support local ecosystems, and plant native species.
- Expedite environmental remediation, and clean up toxic waste at Trout Lake and False Creek.
- Oppose dredging Burrard Inlet, new fossil fuel infrastructure, and advocate for the climate shift we need.

Clean Transportation
- Fight for a fast and free public transit system in Vancouver, and take steps on that path immediately with pilots for fare-free bus routes in Vancouver, expanding free transit for kids to under 18, and establishing a low-income transit pass.
- Prioritize active transportation and cycling by extending our city-wide cycling network to include protected bike lanes, storage lockers, additional cycling routes, more opportunities for e-bike charging and repair, and better lighting and safety protocols for transportation corridors at public parks.
Climate Safety
- Prioritize city planning and infrastructure upgrades for climate events and earthquakes to save lives and prevent future disasters.
- Expand urban tree canopy across the city, and explore options for depfaving and other opportunities to combat urban heat islands through the expansion of greenspace.

Climate defence strategy:
- Get more with less by investing in tool libraries, circular economy initiatives, and zero-waste programs.
- Upgrade our public infrastructure, housing, and to defend against future climate events.
- Protect our food system from climate shocks by investing in local food production and creating systems to crack down on food waste.
- Empower communities to respond to climate events in real-time, whether it’s heat waves, snow storms, or atmospheric rivers.
Tool libraries and circular economy
- Support circular economy initiatives and aggressively move towards a zero-waste economy, supporting programs like tool libraries, community repair programs, free stores, and programs like FreeGeek that repair electronics and recirculate them.
- Stop food waste with an edible food recovery law targeting big box stores and chain restaurants. Every day, thousands of pounds of edible food is wasted in Vancouver. We can recover it and ensure it’s distributed to people instead of thrown away.

The Climate crisis is already hitting us. How we respond to it will determine how hard we get hit going forward. Instead of backsliding and cuts under ABC, we can fund our climate programs and create a Climate Defence Strategy that saves lives and takes the fight on climate to the super-rich.
COPE POLICY 2026
Take the climate crisis seriously.

COPE’s plan for a Climate Defence Strategy to hold the super-rich accountable for climate destruction and turn Vancouver into a global leader on climate. The UN Environmental Programme’s September 2026 report “Limiting Overshoot” says that we can no longer avoid 1.5° of warming.

Every fraction of a degree beyond 1.5° will create more intense climate impacts, and increase
the chances of extreme weather, flooding, disruptions to food supply, and threats to public safety.

Climate change is hitting us now. The 2021 heat dome killed 621 people in BC, atmospheric rivers cut off our highway shipping routes for days in 2021, and wildfire smoke chokes Vancouver residents almost every year.

How hard we get hit in the future will be based on how well we defend ourselves.
