Miss Bellum, shockingly, does have a face, and was only ever shown once, and that was for the anniversary special. On an aside, during the first major mile stone of production of Power Puff Girls Z, she did actually have a face. Final design, however, mirrors the US series production art.

Shot of Bellum in the first major planning stage for Power Puff Girls Z, which got at least a first proper pilot. In this, Bellum has a proper face, including retaining her red (orange) hair, though in a hairdo that's pointed upwards. She wears a red dress, with her boobs, per usual, very prominent. You can also barely see the Mayor's prototype design to the left, and Miss Keane's legs just above Bellum.

The final artwork (which is poorly embedding here, I'm afraid), shows her retaining the red dress, though it is now up to her neck. Her hair is, instead, blonde, semi-similar to the US Miss Bellum, and no longer has a face. This artwork was curiously widely available on the official sites and marketing materials, despite the missing face clearly not meant to be seen public.

Although not pictured here, there is a promotional artwork piece, in I believe Megumi magazine, where the girls with Bellum are in the hotspring. Miss Bellum's lower face can be seen with proper lips, but her eyes are still obscured.

so I FINALLY finished finished Dragon's Dogma 2 so I can play Dark Arisen. I can see why a lot of people liked 1 more. but damn does this have a fucking story (that admittedly, only shows up like pretty late) to actually tell and I'm convinced people just didn't actually GET IT.
