bc the united states doesn't do government art grants on a scale that allows anyone to make video games and so the entire US games industry is dependent on the preexisting large-scale financial apparataus of hollywood and tech. Also they don't do big enough tax incentives to get big money to uproot.

I think it's worth saying that while the west coast has a reputation for being where the big studios are at 1) that's largely a consequence of being where many earlier companies (e.g. Interplay) had roots and 2) it's decreasingly true. By the numbers, AAA game dev is collapsing out here.
