Under section 11 of the Public Order Act 1986, it’s a criminal offence not to give advance notice of a protest which takes the form of a procession. There is an exception for cases where the giving of notice is “not reasonably practicable”, for example if it’s organised at short notice.

There’s also a solid case for student number controls at the institutional level, to end the instability an open market for students has caused since 2015. As things stand, in every discipline, some universities are simply expanding at the expense of others.
