We knew this person was severely disabled. We knew he was homeless. We knew he had committed violent crime in the past when not properly medicated. But we decided to keep releasing him back into the community until he stabbed a toddler in the face. This has somehow become the "compassionate" policy.

In 2003, Blanco, then 23, was accused of stabbing two 7-year-old boys as they were playing in Providence, the Providence Journal reported at the time. Records show he was declared mentally incompetent to stand trial in that case.
Neronha’s office said Blanco was again deemed incompetent to stand trial in 2018, after being charged the year before with possession of a stolen vehicle. In that case, doctors from the state’s Department of Behavioral Healthcare, Developmental Disabilities and Hospitals determined he “has an Intellectual Disability Disorder and Schizophrenia,” according to court documents.

In a third case in 2024, Neronha’s office said Blanco, who was homeless at the time, was charged with breaking into his sister’s house through a window. That is the case where he was most recently deemed incompetent to stand trial several months ago.
