Not only are saguaros sacred - which would be enough of a reason all by itself - they are nearly irreplaceable keystone species for a full environmental niche. They mature like trees and need YEARS to grow. But they provide homes and space for so many creatures

#BAAJA threatens all environmental protection laws, but the cultural resources protected by Sec 106 are NONRENEWABLE. Habitats can be restored, animal populations can recover, but there is no undoing the destruction of cultural heritage. The effects of this permitting reform bill would last forever.

Dr. Angry Anarchist (Free 🇵🇸) @archhelmer.bsky.social · 11/10/2026
Some more thoughts: #BAAJA would centralize decision-making in federal agencies, where there is often a single archaeologist overseeing Sec 106 review for massive districts sometimes spanning multiple states. Projects will be rubber-stamped w/o review simply bc there is no one to review them

Dr. Angry Anarchist (Free 🇵🇸) @archhelmer.bsky.social · 11/10/2026
Wanted to share my thoughts on the permitting reform proposed by the #BAAJA. This is adapted from the email that I wrote to my senators, so it is focused on Oregon specifically, but the effects of the bill will be similar in every state. Contact your reps & spread the word!!🏺
In an effort to speed up development and resource extraction projects, the permitting reform bill would functionally remove the public from decisions concerning their cultural heritage and historic properties, and strip Oregon's SHPO and THPOs of their ability to contribute to the decision-making process.
I sympathize with concerns about the effect of the regulatory review process on project budgets and timelines, however, in my experience working in cultural resource management for both private contractors and Tribal government in Oregon, the solution to regulatory delays is expanded funding for the SHPO and THPOs. The primary reason for delays in the Sec 106 review process is a lack of adequate resources to review projects quickly and effectively, leading to a heavier reliance on boilerplate recommendations over tailoring management approaches to the cultural resources concerns of each undertaking, which would often lower the costs associated with contracting private cultural resource management firms. In contrast, the permitting reform bill's solution for expediting the Section 106 process is to put the burden of project review on FEWER people who would be MORE reliant on formulaic procedures and perfunctory investigations. Thus, the permitting reform bill's "solution" is not a solution at all— it is a surrender to the root causes of the problem itself.

As it stands now, with the resources we currently have in both the public and private sector of cultural resource management in Oregon, we are already overwhelmed by the number and scale of proposed federal undertakings in the state and we lack the investigatory and review capacity to comprehensively protect our state's cultural resources. If the permitting reform bill succeeds in limiting Section 106 investigations solely to desktop review (i.e. no fieldwork) and leaves nearly the entire review process to the small handful of archaeologists at federal agencies, the vast majority of these cultural resources will be abandoned entirely to a process that is, by design, incapable of protecting them.
The effects of this legislation would be especially acute in Oregon due to the amount of federal land in our state. While the SHPO would still have oversight over the protection of cultural resources on private and non-federal public land, they would no longer have any meaningful part in the management or decision-making for over half of the land in Oregon. The irreversible damage this would cause to archaeological sites, historic properties, traditional cultural properties, sacred sites and landscapes, and Indigenous burial sites is truly incalculable.

Bureau of Land Management just approved blasting through 100-foot canyon walls at the entrance to Nine Mile Canyon, UT, home to 10,000+ rock art images spanning 8,000 years. 47 historic sites sit in the blast zone. It's for oil tankers. Here's what's actually happening 🧵
The Bureau of Land Management approved blasting through 100-foot canyon walls at the entrance to the world's longest art gallery. So oil tankers can drive through it.

Nine Mile Canyon, Utah holds more than 10,000 cultural, historical and archaeological resources, including over 1,000 known rock art sites containing more than 10,000 individual images. People have used this canyon for at least 8,000 years.

The blasting happens in Gate Canyon, the entrance corridor into that gallery. Federal surveys have already found 47 historic sites along this one stretch of road alone. And it's not only the rock art. Threatened Mexican spotted owls use cliff habitat in the canyon, including areas near the proposed blasting. BLM did the minimum environmental review required and barreled ahead anyway, to move oil out of the Uinta Basin faster. Up to 1,000 vehicles a day, roughly half of them heavy tankers.

This isn't BLM's first swing at this road. Duchesne County tried the same realignment in 2015 and again in 2022. Both times, public opposition killed it. This time, BLM posted it quietly in March with no public notice, denied conservation groups' request to even weigh in, and approved it in April anyway.

It's the same playbook that just got this administration stopped at Big Bend National Park, except "stopped" is doing a lot of work in that sentence. There, a judge halted construction October 2nd, but only after bulldozers had already torn through ground Park Service archaeologists hadn't finished studying. They found pottery and artifacts underneath that equipment they never got the chance to protect first. A win in court doesn't un-crush what's already crushed.

Three groups sued over Gate Canyon this week. But a lawsuit takes months. A blasting crew takes days.THE HISTORY OF THIS ROCK ART

This canyon isn't one culture's story. It's layers of different peoples writing onto the same walls and the same ground across thousands of years.

Its rock art spans the Archaic, Fremont, and Ute periods. The Fremont lived here roughly 950 to 1250 AD, farming corn, beans and squash using small irrigation systems off Nine Mile Creek. Their panels show daily life and belief, abstract designs, hunting scenes, animals, people. Later, Ute people added their own rock art to the canyon, layered right alongside the Fremont record, in a style archaeologists describe as more dynamic.

The road through this canyon has its own history too. It was built in 1886 by Buffalo Soldiers, Black cavalrymen of the U.S. 9th Cavalry, to supply Fort Duchesne on the frontier. For 25 years it carried stagecoaches, mail and freight into the Uintah Basin.Nine Mile Canyon rock art in Utah

it is very cool (read: very not cool) that "What if the entire regional economy immediately exploded?" is a ballot measure in the bay area because we are in the 'touching the hot stove' era of american history. if you live in the bay area you should vote for the regional transit measure.
The ballot initiative would raise the sales tax rate by 0.5 percentage points in San Mateo, Santa Clara, Contra Costa and Alameda counties and by 1 percentage point in San Francisco, and is expected to generate roughly $980 million annually for the next 14 years to sustain bus, train, metro and ferry lines.

Many of the region’s transit agencies have already proposed contingency plans if the measure fails. BART said it would likely have to end service at 9 p.m. instead of at midnight, reduce train frequencies to 30 minutes and move from five-line to three-line service outside of peak commute hours. Caltrain has proposed eliminating weekend services, closing more than a third of stations and ending operations around 9 p.m. instead of 1 a.m. AC Transit is looking at reducing service by 16%, while Muni said it could eliminate up to 20 routes, cut service by at least 30% and end regular evening service.

The fiscal cliff facing transit agencies was triggered by the decline in ridership due to the pandemic and hit agencies heavily dependent on fare revenues, like BART, the hardest.SPUR, a nonprofit policy think tank sponsoring the measure, released a report last month that found that if the measure and San Francisco’s Proposition H fail, traffic delays on the Bay Bridge could increase by 33 minutes heading west in the morning and 43 minutes heading east in the evening. Caldecott Tunnel traffic could see delays of an additional 20 minutes in the morning and 27 minutes during the evening commute. Congestion could also worsen along Interstate 580, Interstate 680 and U.S. 101, the report found.
