A thing I think about a lot is how directly this stuff is descended from casino customer-tracking apps as they were emerging in the 90s. Addiction By Design covers this in a chapter - casinos harvest data on videoslot players and then measure exactly where their "Frustration point" is on losses.

I get why cookie disclosure UIs are designed to encourage / trick people to click “Allow All.” What’s interesting to me is how many websites seems optimized to get you to say “No Cookies” if you won’t accept them all. What’s the advantage to the website there vs letting you choose?

BTW the way I use punctuation in my semi-formal prose is to follow the rules when it aids in clarity, and otherwise focus on how my voice comes through to the reader, even if it means not being strictly correct. I think many skilled writers do it this way
