The move, affecting about one-fifth of the National Science Foundation’s primary research budget, is the latest sign of how the White House is asserting more control over grants.

INBOX: the last dedicated science reporter at The Wall Street Journal, @aylinwoodward.bsky.social, has left the newsroom. This came after the Murdoch-owned newspaper dissolved its Health and Science Bureau last October. NPR, CBS, and WaPo also gutted their climate desks in the last eight months.
After nearly five incredible years, The Journal's last remaining dedicated science reporter (that's me!) has left WSJ. Following the dissolution of the miraculous Health & Science Bureau last October, myself and a small numbers of others worked hard to continue our former team's legacy, but the time has finally come for me to move on.

I am deeply grateful for all of the opportunities this publication -- and the journalist community I met there -- has given me. From stories about T. rex lips to primate booze problems to shrinking brains, to Nobel Prize and NASA mission coverage, Jane Goodall's obituary, winter storm, volcano and wildfire smoke stories, I left no scientific stone unturned, working constantly to inspire curiosity and wonder in Journal readers during times of increasing turmoil and challenge. I met some of my closest friends, wrote for two of the most phenomenal editors I'll ever have the privilege of working with, saw Evan come home, and learned (in retrospect, naturally) the gift it is to be on a team of professional nerds who drive the cutting edge of health and science journalism in America while uplifting each other and their craft.

Well, this is your counterprogramming kid signing off. Not sure where I'll end up next, but don't be strangers y'all. In the meantime, I'll be coaching roller derby across the U.S., South America and Europe!

A very clear summary of the very stupid thing that is happening. See comments for actions to take.
The Office of Management and Budget proposed a rule last week that aims to deliver on President Donald Trump’s August executive order giving political appointees the final say over grant decisions across the federal government — including the power to terminate grants that do not meet agency priorities. OMB is accepting comments on the proposed rule until July 13.
Under the rule, all discretionary federal awards would be required to pass a new “pre-issuance review” conducted by political appointees. The appointees conducting the reviews would be instructed to use their “independent judgment” and not routinely defer to the recommendations of others. The rule states that it does not “discourage” the use of peer review processes so long as they “remain advisory and are not ministerially ratified, routinely deferred to, or otherwise treated as de facto binding.”
The criteria for the pre-issuance review would give appointees broad discretion to block awards. For example, awards could be blocked for promoting “anti-American values” or failing to “demonstrably advance the President’s policy priorities.” The pre-issuance review would also give preference to institutions with lower indirect cost rates. The Trump administration has repeatedly tried to cap universities’ indirect cost rates but has been blocked by courts and Congress.
The rule contains a host of other proposed changes, including:

Active and future awards could be terminated at any time if “found to be inconsistent with program goals or agency priorities.”
Agencies would be instructed to prioritize giving awards to institutions that “have demonstrated success in implementing Gold Standard Science.”
Federal awards would no longer be allowed to cover publication costs, processing charges, or open access fees, unless required by statute or approved in advance by the agency. The use of funds to attend conferences would require express agency approval in the award.
More countries would be subject to…
