Whether imposing higher taxes on business owners adversely affects business activity by constraining investment and inducing capitalist flight is a central question in the ongoing debate on how to tax the ultra wealthy. To shed new light, I exploit a series of related Norwegian reforms during 2021-2024 that increased dividend tax rates, removed migration-related capital gains tax loopholes, and nearly doubled the effective marginal tax rate on business wealth. These reforms spurred international debate and, allegedly, an "exodus" of Norwegian billionaires (Financial Times,
2023). While I document clear effects on migration, these responses are concentrated among the top 0.1% of the wealth distribution and mostly confined to 2022 and 2023. My results indicate that at most 100 individuals left due to the reforms. I find no evidence of significant outmigration or reduced inflows of startup founders or inventors. I estimate that absent any outmigration, wealth tax revenues would have increased by 75% from 2021 to 2024. Reform-driven outmigration lowers the revenue gain to 71.5%. My findings further show that outmigrating owners' firms remain economically active and do not reduce investment. In a broader set of analyses, I examine whether business outcomes are affected, regardless of whether owners outmigrate, since firms may reduce investment both due to liquidity constraints or distortions to owners' savings decisions. I compare firms owned by Norwegian individuals subject to the wealth tax with firms owned by foreigners and other tax-exempt entities. By merging historical ownership data from Orbis with the Norwegian shareholder register, I perform these analyses on both Norwegian and foreign-domiciled firms.

The next decade decides Hungary's path: a capability economy, or the middle-income trap, too costly to compete on cost, too thin on skill to compete on value. Future winners will be those who invest in growing skill now, mostly in thinking skills (math, text comprehension, logic).

Bottom line: for over 30 years, the cheap-labour model harvested skills without regrowing them. Demography, weak schools and AI-driven cuts to junior work are now exposing that. The future of work is skilled, but only for countries that keep developing the people who deploy those skills.

Productivity is the only way out, but productivity needs skill, and skill needs time: ~15 yrs of foundations, ~10 of practice. New curriculum takes 1.5 years to launch, a decade to show results. Policy cycles are shorter than skill cycles. HU has been falling behind for a foundation cycle.

And there are fewer people to build skill in. Employment is ~80,000 below its 2023 peak, the 25–44 cohorts are shrinking, and many 60–64-year-olds will retire soon. When experts retire without apprentices, their tacit knowledge retires with them. Less kids in local schools affects local systems.

AI makes (good or slop) information cheaper and judgment very scarce. But judgment is built from years of cases, errors, and feedback. Students already use AI to skip the struggle: 29% have it write their assignments, only 25% use it to explore. Same shortcut, school and office.

The next layer is breaking too. Expertise is tacit: you learn it by doing junior work under someone experienced. Firms are cutting junior roles, and AI automates exactly that routine work. Without the apprentice stage, there's no path to becoming the expert.

PISA 2025 shows the long-value stock running out. Reading is at record low of 452, a 21-point drop in 3 years, about a year of schooling. More telling: only 3% of 15-year-olds excel in reading vs 5.5% OECD-wide. Cheap-labour economy never asked or rewarded schools (and teachers) for excellence.

That's the productivity trap. Cheap labour → firms don't invest in machines or know-how → jobs stay low-paz and skill → learning doesn't pay → families and schools aim lower or people move away. Result: Hungary had the lowest GDP per hour worked in CEE in 2022 (OECD).
