France and Germany are not sitting idly in the face of China shock 2.0. There’s space for rules-compliant measures: a flurry of CVDs, including on hybrids and safeguards. But Paris and Berlin are, rightly, thinking of deterrence in case Beijing retaliates outside of the rules.

2/3 US ‘over-consumption’ is sustainable in the first place because the same surplus economies the IMF blames for excess saving do keep on holding dollars, allowing US banks to keep running the printing press and finance import demand, without hitting the ceiling all other countries hit.

This is the challenge in a nutshell. 🇪🇺 is simultaneously arguing that it needs to diversify away from 🇨🇳 while pursuing trade agreements that embed 🇨🇳 supply chains. I thought people were just ignorant of the rules, but in 2024 an EU official said to me “oh, but that’s what the companies want.” 🤷‍♀️

If the booze tariffs stick, I expect some 🇨🇦 company will say I’m going to make and market bourbon. US FTAs require bourbon to be made in 🇺🇸 but foreign producers - and governments - will stop caring. The USG is signaling how important this market is, which gives 🇨🇦 leverage, ironically.
