Can a computer program, a mathematical metaobject from which consequent mathematical objects are derived by computation, think and understand (cognition) or feel (consciousness)? The trope in sci-fi has, for years, been that this is a question that philosophy and science cannot definitively answer.

I absolutely know who needs to hear this, though I won’t name names. Progressive orgs need to stop pretending that “AGI” and “x-risk” are ideas to take seriously. No one is building a computer god that could go rogue and turn us into paper clips.

An actor who did an intensive study of a writer's work and then did an interview in the character of that person would not be promoted as a "reincarnation" or "reanimation" of their subject, nor would we expect them to be able to speak on their subject's behalf. People - even economists - have interior lives which are unknown to any but themselves. It is misleading and kind of insulting to suggest that a dead (or living) person's viewpoint on new topics can be meaningfully reconstructed from past public statements.

Complex systems can do surprising things, even artificial ones! That doesn’t mean thought or intentions are involved. It’s like believing the weather is conscious because it is complicated and surprising (which is also something people have historically done)

a pretty good way to gauge the conversation is whether people are talking about harm or risk harm is about what's happening now already risk is about what could maybe happen in the future and basically the whole ai cult scene is in agreement that possible risks are more important than current harm

As many others have pointed out, one way to think about what’s been happening to tech—software, especially—is that the entire industry is being “Boeinged” (or Jack Welched). And, as with an airplane, a faulty part can sit in a system for a decade before it snaps and brings the whole thing down.
