EFF’s position is that ALPR mass surveillance—the indiscriminate, continuous collection and retention of location data on every driver, regardless of suspicion—should not exist. Because it nonetheless does, EFF also urges courts and state legislatures to impose strict, enforceable restrictions.

Every single-family house on a 4,000 or 5,000 sf parcel (the overwhelming majority of homes in the inner East Bay) should be trivially convertible by-right into 3 or 4 three-story townhouses. This is exactly what happened in Houston.
