I think you are right to be skeptical, and this particular tool plays fast and loose with data privacy to take shortcuts around on-the-ground relational organizing... but I see this as an example of a campaign spending time and money on a poor execution of something that does work.

Identifying supporters with reliable contact information is the primary goal of every kind of organizing apparatus and campaigns absolutely do make use of this data. Ranking folks based on how much you think they support a candidate, this is standard GOTV practice going back decades.

also, fighting to save your bus or train from cuts isn't counterproductive to building a movement. it's why a lot of socialist organizations engage or work in solidarity with public transit advocacy.
