It's hard to tell if he is lying about be uninformed or is truly uninformed. Either is a calamity. As for myself, I didn't know what Signal is until this story broke. I don't think he does because, when the reporter asked about it, the blank look on his face made me think he didn't know what it is.

I taught students dually identified with a mental health diagnosis and disabilities in need of special educational services. We had to follow HIPAA, PHI, FERPA, IDEA laws to protect confidentiality of students. Who knew we had more safeguards than national-security leaders discussing war plans.
