Here is the CO2 emission intensity of electricity in Texas and California, in grams of CO2 per kWh generated. Texas electricity in 2024 was dirtier than California electricity in 1990. Texas electricity in 2024 was, on average, no better than a grid run entirely on natural gas combined cycle plants.

The decrease accelerates slightly around 2015. In 2024, Texas electricity was about as dirty as a grid powered entirely from natural gas combined cycle (about 385 g/kWh).
