Some countries use tagging/home-arrest for <1yr offences or similar. Prisoners abusing that get to go to a hi-max jail for a bit. The UK doesn't seem to be able to tag properly, but if it did, it would surely help. Early release shouldn't be as generous as it is, judges must be quite demoralised.
