Steam doesn't have any kind of discount that's exclusively available if you find the game a specific way. If you go to the game's store page you will always see whatever discount is currently available for everyone. So unless they were to change that, this system couldn't be used for dynamic pricing

You don't "only see the deals they target at you" because if you were to find the game via a feature other than the deals section of the front page (e.g. by searching for it, or getting it recommended some other way) you will still see the same discount as everyone else
