This sounds a LOT like Greater Manchester. There are huge areas that wouldn't even fall into 1, because they're not safe to cycle, whereas some routes are a 2, sometimes with very short sections of 3 along the way.

Also, the four categories of bicycle policy: 1. Bikes are obstacles (outright bans) 2. Bikes are toys (OK, your kids can ride around their subdivision) 3. Bikes are exercise (paths in parks that you drive to) 4. Bikes are transportation (you can mostly get from A to B without risking death)

Sadly, that's probably the only course of action. Police won't do anything unless it's an obstruction - which it clearly is, but in the way they would define it.

The proposals mark a welcome change from the political situation of this scheme as little as two years ago – a positive change that is thanks in no small part to the hard work of Walk Ride Tameside group volunteers to help shift the dial in the borough.

CALL TO ACTION: Tameside Council has announced a new consultation for improvements to the A560 that include wider footpaths, resurfaced roads and footpaths, improved pedestrian crossings, safer junctions, better bus stops, and new separated cycle lanes.

Good point. Once upon time the bike lane was bright green with bike symbols on - it's mainly an issue of lack of maintenance. Try walk-cycle@manchester.gov.uk - you might also want to ask them (the MCC active travel team) about joining a monthly Active Travel Forum and raising this in person there.

Amazing! Sorry for the late response – as you seem to have figured out, the police are fairly powerless with this kind of thing unless there's a very clear obstruction. Double yellow lines and pavement parking are generally best reported to the council, albeit unfortunately with mixed results...
