I live in New England, and a farm down the road was going under due to prices drop on high value imported yarn, so they switched to dairy and built their own cheese infrastructure. A few years later they won first prize at our 5-State Fair (the Big E), and they are fully in the black.

Yeah, the grad students will be majority out-of-state for sure. Just over 50% in-state undergrad is still an anomaly, I think. UMD College Park' undergrad is 75% in-state, but UMich's "Public Ivy" peer one state down in VA is only 67% in-state. Higher than UMich, but still lower than most flagships

UMich now makes bank on being among the "Public Ivy" class, along with UVA. The out-of-staters subsidize the in-state tuition and raise the stats. That's by definition going to take slots from in-state students with worse stats. Whether that's a good thing depends highly on perspective.

I think by "native Michiganer" they mean "born there". The number of state residents is far higher. For the Fall 2025 semester, the number of in-state students was 18,800 vs. 16,558 out of state. The were only about 1000 out of state students at Flint and Dearborn out of over 1100 enrolled, there.
