Chesa Boudin spent years as a public defender in San Francisco. Now he leads the Criminal Law & Justice Center at UC Berkeley Law, and he doesn't sugarcoat his home state: when it comes to public defense, he puts California at the bottom of the list.

California hands public defense to its 58 counties and provides essentially no state money for it at the trial level. Some counties pay private lawyers a flat fee, no matter how many cases they carry.

Chesa's center and the Wren Collective formed the California Independent Commission on Public Defense to push for a fix. Its members plan to write a five-year state funding plan and caseload standards that lawmakers can carry into Sacramento as bills. The commission plans to hold its first public meeting in Berkeley in October.

Hunter asks the question that matters most: the commission can't force anyone to act, so what will it take to turn its plan into law?
