I think the "events" part kinda explains things right? Emergent circumstances can push public opinion in either direction, everyone is making calculations about how long the increased salience of various issues will last, and can sometimes precede a backlash in the other direction. Kirkmas, 9/11 etc

The 'all' part seems like the only part that is an exaggeration; they don't know everything that's in the model, they know the model will work worse if they try to start filtering out information that could be dangerous, which will result in *some* people getting killed by homebrew weapons
