You're confusing cause and effect. The voters in 1980 had already made that decision. They didn't elect Reagan to give the social programs of the 70s a fair shake, they elected him to dismantle them.

Oy, I don't have hours to do this. But to take one example: Is human nature fixed? Conservatives (think Madison and "if men were angels") think so. Progressives think they can mold people into better people with institutions. (They might be right, in some areas.)
