A trained AI cannot ever make anything new, it cannot ever make a decision. It is little more than a algorithm with an unprecedented amount (stolen) data fed into it. Regardless of anyone’s response to your question, C3PO and a trained AI model are not comparable.

Your idea is flawed. C3PO is a single, conscious entity in your example. A trained AI (baring in mind that AI is not the kind of AI C3PO would be) is neither of those things. C3PO can make decisions, aware of the influences it has and create something new.
