It describes a precision-adjusted multilevel measurement-error model that estimates the true variance and reliability of NAEP and state trends, their correlation, and systematic discrepancies (bias). The abstract also notes findings about reliability and correlation of trends over 2009–2024 and describes combining NAEP and state data (e.g., via shrinkage/Empirical Bayes) to improve estimates of educational progress.

As we watch the dismantling of the U.S. Dept of Ed, which will be felt somewhat in funding reductions to states and local districts, it will be felt even more so in a) oversight and enforcement of rights for vulnerable populations and b) access to high quality data & research.
