Wow. The ICE shooter in Maine asked his ex-wife to "to lie for him and to cover for his character." She said he was abusive and had previously reported concerns about him to his military superiors. He was also a volunteer firefighter, but was removed after several spats with department leadership.

In Louisiana, which has more ICE lockups than almost any state, a crisis of prolonged detention is accelerating. Data suggests that the number of immigrants in ICE custody for more than a year has spiked five-fold since 2024. Our story with The Lens Nola: boltsmag.org/louisia...
The number of people in ICE detention for more than a year grew five-fold from March 2024 to March 2026. The proportion of people who've been detained over a year has also grown, from 1% to over 3% of detainees.

Both officers had an extensive history of internal investigations. Zavala kicked a person in the chest in 2015 and later that year assaulted a person in custody, sending him to the hospital. While at the hospital, a nurse accused him of grabbing her ID card from her chest.
Serious misconduct and use of force investigations piled up
Over the course of his 10-year career at the LAPD, Quintanilla has been the subject of 20 serious misconduct allegations, all of which were determined to be unfounded by internal investigators. In 2021, he received a penalty of “admonishment” for his involvement in a vehicle pursuit in July of that year. 

Before killing Lopez, Zavala, who was hired by LAPD in 2009, had been suspended for a total of 20 days in connection with two separate excessive use of force incidents. In the second incident, just eight months before the shooting, he was suspended five days for front-kicking a person during an arrest. 

In the second incident, an arrestee punched Zavala during a strip search at the Van Nuys jail booking area. Zavala punched back to restrain them, hitting them eight times. The arrestee was sent to the hospital for facial bruising and a laceration on their head. 

Investigators concluded the first two punches were justified but said Zavala “let his emotions lead to excessive force when he followed up with punches three through eight.” 

According to training records released by POST, Zavala completed 36 hours of “mental health intervention” training 10 months before shooting Lopez. Quintanilla completed his in 2017, two years after joining the department. Both also completed de-escalation and use of force training over the course of their employment. ALLEGATION 4. Complainant|

CLASSIFICATION: It is recommended that Allegation 4 be classified as; NON-
DISCIPLINARY: EMPLOYEE'S ACTIONS COULD HAVE BEEN DIFFERENT-

RATIONALE

Zavala denied that he grabbed s identification from her shirt. Zavala does admit to looking
at her identification, but not pulling it from her uniform. Zavala stated that he did so to confirm
the spelling of her name. The act of taking hold of s nametag could be construed as
intimidating even if the officer's actions were not meant to be. Zavala stated in his statement
that was cooperative. If he needed to confirm the spelling of her name he could have
simply asked her for the correct spelling. The touching of her badge in any manner was
unnecessary. It is recommended that allegation 4 be classified as: Non-Disciplinary: Employee's
Actions could have been different-counseling.

New from me: two LAPD officers are facing decertification for the 2021 killing of Margarito Lopez Jr. during a mental health crisis. Chief of Police, Board of Police Commissioners, and Use of Force Review Board agreed the shooting was out of policy. They're still working w/ criminal charges pending.
