I have a confession to make. The townhomes I & others spent most of a decade trying to legalize are popping up all over Oregon & elsewhere...and I love that...but they're a problem in one big way. (get ready for a twisty thread about the housing report @sightline.org just published)

- Drivers are increasingly evading enforcement by removing or defacing license plates. "Rejected events," when a speed camera takes a photo but no violation is issued, rose from 15% to 45% over the decade. The fraction of rejected events caused by plate fraud also rose, reaching 65% in 2023.

- "Extreme recidivist" drivers are *dangerous*: drivers with over 20 violations in a year were five times likelier to be in a crash causing death or severe injury.

That stat and quote are from a 2024 report, whose data also indicates: - Drivers change behavior: tickets per camera per day dropped 94% over the decade - Behavior change is quick: 74% of drivers getting tickets in 2023 got only one or two.

An excellent start. To give you a sense of what's possible, NYC started with 14 speed cameras in 2014 and reached *2,277* by 2023. As NYC's DOT says: "When drivers believe that there could be a speed camera anywhere, they are discouraged from speeding everywhere."

During the debate over SB 5184 (limiting parking mandates), similar questions were asked. One of the (bad!) answers was that "parking mandates are a stick we can wield against developers, granting variances in exchange for concessions." I expect design review's "value" is sometimes similar.

I love your proposed bill. But, even if passed, I despair of anyone in Seattle enforcing it. SPD already doesn't enforce alterations like license plate covers which are unequivocally illegal, and far easier to detect than illegally noisy cars.

A bike lane and hundreds of affordable homes in Magnolia have both been delayed since 2008 thanks in significant part to SEPA. Getting people out of cars and building new affordable housing in the City are both good for the environment!

MHA is like taxing farmers during a famine.

For those that don't know, the Fauntleroy Community Association has effectively had a veto power on any transportation or housing projects in southwest Seattle for half a century. They are the ones who prevent new bike infrastructure in Fauntleroy, the type that could've saved a life yesterday.

Some background, in case you aren't familiar:
The FCA was founded by the waterfront-owning Lantz family in the '70s specifically to oppose ferry dock expansion. Susan Lantz, daughter of the founders, went on to marry Mike Dey. They also lived on the Sound, just south of the dock. Dey was president of the FCA for many years and remained hard-line on the "no dock expansion" stance, and Susan Lantz-Dey also served on the board. Mike Dey died last year. Susan's cousin Frank Immel is now FCA president; he owns Susan's parents' former home north of the ferry dock. So basically you have a single family running a fiefdom in Fauntleroy. It's amazing how much power they project from such a small bubble. Last I saw, FCA membership is ~100 households, but the board maintains a pretty strong grip on power.

Yes! Inaction is not neutral. I think EISes should have to consider the environmental impacts of *inaction*, not just the environmental impacts of action. If we *don't* build housing or transit, what will the consequences be? A balanced EIS would include that.

This section needs: - Reduce to one travel lane each way - All curb parking becomes 3 min loading with a couple ADA - Use liberated space (two lanes!!) to add bike lanes, widen sidewalks, and plant trees
