ennifer Shuch, Board president of Portland: Neighbors Welcome, an organization that advocates for housing and tenant reforms in Oregon, said the group hopes the zoning process will help create a more diverse Inner Eastside and allow the neighborhood to grow in a way that benefits more Portlanders.
The organization has previously worked with City Council and BPS on housing issues, including the city’s Housing Production Strategy, and Shuch said the zoning project is another opportunity to increase housing production in the city.

We developed the boundaries and parameters of our campaign and settled on an area that we believe has the potential to be transformative: an area with high opportunity, low VMT, great transit, amazing businesses, and low displacement risk.
Map of Portland with daily vehicle miles traveled per capita. The VMT is lowest around the westside and particularly the pearl and downtown, and also is low in the inner eastside area (12th to 60th, fremont to powell). The inner eastside area is outlined on the map.

campus. After earning an A.B. in Government from Harvard University
in 2018, he tried his hand at construction from 2018-2024. Housing and
public space has driven his graduate work, from urban design and housing
studies in Barcelona to his most recent work in the Portland Single Stair
Housing competition. Adam lives with his wife and beagle in Portland’s Cully
neighborhood. He enjoys ongoing maintenance projects on his home, is
always on the lookout for new grill recipes, and looks forward to going back
to jiu jitsu classes after grad school.Student bio of a black and white headshot with the following text:

he has worked across a range of project types and scales in the San Diego
metropolitan area, from K-12 educational facilities to student housing. His
continued academic work at UO Portland is driven by his interest in ecological
and place-based architecture. Outside of architecture, McKaden can be found
exploring the neighborhoods of Portland or getting outdoors across the Pacific
Northwest.Student bio of a black and white headshot with the following text:

background in philosophy, history, and interaction design. He received
his undergraduate degree from the University of Texas at Austin, where he
focused on the history of technology, ethics, and immersive event design. After
graduating, he worked for a year at a mid-sized residential architecture firm in
the Bay Area before pursuing his master’s degree. At the University of Oregon,
his work focuses on housing and urban design, with a particular interest in how
architecture can respond to environmental challenges. Outside of the studio,
Sam enjoys spending time outdoors, running, climbing, woodworking, and
painting in watercolor.

form. Her interests explores the integration of
diverse cultural identities with contemporary
architectural practices, focusing on how
these synthesized environments can enhance
community well-being and deepen our
connection to our surroundings.

gems with her friends. She balances her
busy academic schedule with a love for live
music, often traveling across state lines to
attend concerts and experience the energy
of different cities. When relaxing at home
she finds comfort spending time with her cat.
Whether she is sharing a meal with friends or
traveling for a show, she is constantly inspired
by the way shared experiences and our
immediate surroundings foster a true sense

If you needed another reason to support IE4A (obligatory plug for rally tomorrow: portlandneighborswelcome.org/ie4a-resolut...) check out this sick map that @junopdx.bsky.social made based on Metro data: rlisdiscovery.oregonmetro.gov/datasets/drc...
Literal heat map of Portland with darker red areas that have a greater need for canopy, shade and surface cooling. The red (high need) is concentrated in East Portland and the blue (lower need) is most of the IE4A area (approx Fremont to Powell, 12th to 60th plus Brooklyn)

Our first win in the Inner Eastside for All campaign came when the city incorporated Inner Eastside upzoning into the 2024 Housing Production Strategy. But the current plan calls for a multi-year implementation timeline for the project that wouldn’t result in zoning changes until 2028. /7

2. Increase Housing Capacity in Inner Centers & Corridors

As identified in the BPS Strategic Plan, the City will increase housing
capacity in high-opportunity neighborhoods to promote fair housing,
address racial segregation, and expand affordable housing options. These
changes may involve increasing and expanding commercial mixed-use and
multi-dwelling zoning in centers and corridors in the inner neighborhoods
Conduct Infrastructure Capacity Analysis, funded in part by a DLCD
grant, to determine the extent to which the existing infrastructure
can support increased housing densities and identify investments
needed to support increased capacity.
Initiate an area plan project to increase mixed use and multidwelling zoning based on the results of the infrastructure capacity
analysis

We concluded that undoing Portland’s housing crisis and building great neighborhoods will require an even bigger step than the residential infill project. We need to allow four floors and corner stores on every lot in the Inner Eastside, which is still zoned almost entirely for low density homes /6
Map of the Inner Eastside of Portland, defined from approximately Powell to Fremont, 12th to 60th, plus Brooklyn, with the Low Density Zoned lots highlighted orange. Those lots are R2.5, R5, R10, R20, RM1, CM1. They equl 24,537 lots, and 2,985 acres, and make up most of the land area.

We also found ourselves asking: what zoning rules created the great Portland neighborhoods that exist today? Northwest Portland allows apartments on almost every lot in the neighborhood, and it’s one of the most desirable neighborhoods in the city. /4
Map of the zoning of Portland's Northwest, with multifamily zones such as RM3, CI2d, RM4d, EG1, and EXd. Those and other zones cover almost all of the neighborhood land area.

Since RIP it’s become apparent that Portland is not seeing middle housing development in expensive Inner Eastside neighborhoods. Because Inner Eastside land is expensive, it doesn’t make financial sense to develop a lot there if you can only build four new units. 3/
Map of Portland with following title:
Post RIP, permit distribution is similar, with less activity between the Willamette River, I-205, I-84, and Powell Boulevard.

And text:
Concentration of Residential Permits Following RIP Adoption
Following RIP adoption, the distribution of permit activity has remained quite similar with most activity between I-205 and the Willamette River. The main exception is less activity in Eastside neighborhoods like Richmond, Sunnyside, and Montavilla (highlighted by the blue box) as well as Powellhurst Gilbert.

The map is a heat map of permits by concentration of activity, with the most concentration as described above.

In 2020, Portland adopted the Residential Infill Project (RIP) which ended single-family zoning citywide and kicked off a boom in middle housing development. But RIP didn’t solve our housing crisis, and P:NW members started strategizing after it passed on what the next step should look like. 2/
Graphic from sustainability think tank Sightline Institute that illustrates the key changes that resulted from Portland's Residential Infill Project that Re-legalized "middle housing" citywide:
Reduced maximum building sizes, accessory dwelling units, cottage clusters, parking, accessibility, family-size 4 & 6 plexes with affordability requirement, and basement apartments.
The graphic is a watercolor illustration of all of these different home types on a white background.Graph of Portland's permits in single dwelling zones by year. In 2021, all units are houses, duplexes, accessory dwelling units, or attached houses. After the Residential Infill Project goes into effect in Summer 2022, the number of fourplexes and cottage clusters shoot up, and eventually become more than half of units along with other middle housing in 2023 and 2024

On Wednesday next week at 5pm, we’re rallying to support a resolution to accelerate the planning process for the Inner Eastside Area Planning Project, potentially delivering an Inner Eastside upzoning a year or more sooner than the current timeline for the project. But how did we get here? 🧵
