ZENITH UPDATE: The council approved the transfer of the Zenith franchise after reconsidering the vote. Today, the ordinance passed by a 7-6 vote, with the Mayor casting the deciding vote. Once again, I voted no because I believe accountability is not optional.

Here’s a bit more detail about our Fair Share Tax proposal, for those of you who like to dig into the legislative text itself. Here are the changes in the exhibit that describe which firms get relief and which large corporations will see a hike.
7.02.400 Exemptions.
(Amended by Ordinance 192163, effective May 8, 2026.)
The Division may require the filings of tax returns or other documentary
below, the following persons are exempt from payment of the business license tax, and/or the following incomes are exempt from calculation of the business license tax:
A. Persons whom the City is prohibited from taxing under the Constitution or laws of the United States, the Constitution or laws of the State of Oregon, or the Charter of the City.
B. Income arising from transactions that the City is prohibited from taxing under
State of Oregon, or the Charter of the City.
C. Persons whose gross receipts from all business, both within and without the City, amounts to less than:
1. $500,000 for tax years beginning on or after January 1, 2028;
2. $100,000 for tax years beginning on or after January 1, 2027 and prior to January 1, 2028;
3.2. $75,000 for tax years beginning on or after January 1, 2026 and prior to January 1, 2027;
4.3. $50,000 for tax years beginning on or after January 1, 2007 and prior to January 1, 2026; and
5.4. $25,000 for tax years that begin prior to January 1, 2007.
D. Corporations exempt from the Oregon Corporation Excise Tax under ORS 317.080, provided that any such corporation subject to the tax on unrelated
solely on such income.

a. A surtax of 25 percent of base tax liability is imposed if a company subject

Last week, our amendment to add a citizen-enforcement mechanism failed 6-6. It would have given Portlanders a tool to enforce accountability when commitments are not upheld. For that reason, I will not support the Zenith franchise transfer ordinance today.

Portlanders saw water rates rise 8.1% this year. The Bureau expects rates to increase 9.8% each year from 2027 to 2031. These increases will worsen our city's affordability crisis. That’s why I voted no on allowing up to $525 million in new water revenue bonds.

A document obtained by the Mercury that summarizes anonymized complaints shows a variety of recurring issues guests raise about Urban Alchemy-run sites. Among them, complaints of unsanitary conditions, allegations that staff stole guests' personal items, multiple claims that staff sexually harassed or sexually assaulted guests, and alleged retaliation against multiple guests who filed complaints. Other allegations include a lack of disability accommodations, staff failing to address violence by other guests, and staff trading goods and cash in exchange for sex.

Starting Sept. 11, all southbound lanes of Interstate 5 in Portland’s Rose Quarter will be closed for up to five weeks for long-awaited repairs. The closure will stretch between Interstate 405 and Interstate 84 with the Broadway/Weidler exit remaining open.

ODOT warns of upcoming major road closure along I-5
ODOT is encouraging long-distance travelers to take Interstate 205 through the region. Local traffic will be diverted to southbound I-405. During this closure, ODOT predicts travel times on I-5 near the construction site will take up to three times longer than normal.

My amendment with @counciloravalos.bsky.social to limit the City’s commitment to $120M instead of $395M given that we have exactly zero details about what our dollars will fund just failed 5-7. Had the amendment passed we could have used the Spectator Fund to bond for the $120M. Now we can’t.
